City of Oconomowoc Architectural Commission Meeting Minutes October 9, 2019 The Deputy Clerk called the meeting to order at 5:00 pm. Members Present: Jeremy Flint, Anne Krogstad, Paul Schultz and Kurt Schrang Members Absent: Kent Johnson Staff Present: Jason Gallo, Kristi Weber, Ald. Charlie Shaw and Chris Dehnert Due to the absence of Chairman Johnson, motion by Flint to nominate Schultz as Chairman pro-tem; second by Krogstad. Motion carried 4-0. 2. Approve the September 11, 2019 Minutes: Motion by Flint to approve the September 11, 2019 minutes; second by Schrang. Motion carried 4-0. 3. Snyder & Ek – Consider/approve a Master Sign Plan for 100 S. Main Street: Weber explained this request is for approval of a master sign plan on a multi-tenant building located on a corner. Proposed signs in the plan include a 2-sided monument sign, wall signage for the rear entrance and a 2-sided wayfinding sign for the handicap entrance. Staff helped locate the proposed monument sign on the property and noted it requires a special exception to allow for a 5’ setback to keep it out of the vision corner, maximize its visibility due to an existing tree and preserve established landscaping. The sign plan allows tenants to have logos with color, different font styles, and lettering is to be white or brushed aluminum. The monument sign will be lit with floodlights and the wall sign will not be illuminated. Staff recommends approval of the special exception and master sign plan. Motion by Krogstad to approve the master sign plan as submitted and special exception for Snyder & Ek at 100 S. Main Street; second by Schrang. Motion carried 4-0. 4. Burger King – Consider/approve a Façade Update for 860 E. Wisconsin Avenue: Weber explained this applicant is requesting approval of a façade update to an existing building near the downtown. The applicant intends to remove the exterior façade and replace it with fiber cement siding panels. The rooftop units do not appear to need screening due to the parapet height but if they are visible, they will need to be screened. Lighting consists of wall pack units around the building. Staff noted the applicant intends to remove an existing window on the west elevation but without it the west elevation appears flat. Weber requested the window remain or a new window be incorporated into the southwest elevation. She also questioned the dumpster materials; noted signage on the plans currently exceeds code and requested the applicant present their sign package to staff when they are ready. Weber recommended approval with the considerations listed in the background. The applicant, John Kayser of Cave Enterprises LLC and Jeff McDonald of Excel Engineering were present. Kayser explained they want to stay within Burger King’s image standards but also want to work with the City. They are proposing nichiha wall panels be used on the building which Kayser said are extremely durable and work well in the fast food industry instead of EIFS. Colors and materials include nichiha taupe colored walls, a brick base, the nichiha material on the tower will replicate cedar boards, metal canopies above the doors and windows, and a red LED illuminated parapet band. McDonald noted wall light packs will be located under the canopies, and there will also be metal canopies with LED lights along the north elevation (rear) and west elevation which will shine down on merchandise displays or something else if staff preferred. McDonald said there will be a branding wall inside where the window was, and Kayser suggested including (2) wall sconces in this area on the exterior instead. He explained their intention for the dumpster enclosure is to remove the chain link and attach horizontal wood grain Trex composite decking. They will also incorporate a man door, and the gates will consist of the same material with heavy duty hinges. Kayser intends on having the project completed by the end of 2019 if possible. Members agreed with the choice of the nichiha material instead of EIFS; a window on the southwest elevation is not necessary and the applicant is to work with staff on wall sconces for this elevation; and questioned if the brick was S:Clerk\Committees-Commissions\Architectural\2019\ACMin 10-9-19 to be painted or replaced. McDonald said the brick was in good condition overall, thin brick will be added where it currently is missing and all brick is to be painted. Members questioned the materials for the menu board and drive up station. Kayser explained there is going to be two order stations and the menu board will have a digital LP menu in a bronze colored cabinet. Gallo explained that staff generally approves the design and colors of these items administratively. Motion by Flint to approve the façade update for Burger King at 860 E. Wisconsin Avenue with the following conditions: two accent sconces are to be included on the west elevation; allow the use of nichiha wall panels in lieu of EIFS on the main building; in lieu of replacing the existing brick it should be painted with a color to be approved by planning staff; and revised plans for materials, colors and design of the order station, menu board and dumpster enclosure are to be submitted for approval by staff; second by Krogstad. Motion carried 4-0. 5. Pabst Farms Apartments – Discuss Building Plans to be located on the north side of Valley Road directly across from Gold Medal Drive: Weber explained the applicant provided an update to the previously submitted drawings. She showed the new proposals of the development which includes three different building styles and a clubhouse against the original plans of each. Emily Cialdini of the Mandel Group explained the previous submittal was shown at Plan Commission and Council meetings as part of a previous request. She said the site is large (34 acres) and walkable; will includes lots of landscaping around the grounds and wetland area by Chapman Park; and the area between the garage doors will be grass. She provided an explanation of the differences between building styles and said some of the units will have detached garages. The roofs will have asphalt shingles and the clubhouse may have a standing seam metal roof. Doug Wirth of BSB Design explained the building style is contemporary farmhouse; the buildings will have 4 sided architecture with the garage doors on the rear elevation; the façade and rooflines will be highly architectural with gables, shed roofs, columns and balcony’s; the buildings will consist of white fiber cement siding (probably HardiePlank) with dark charcoal accents and a stone product on the columns and clubhouse building; and mechanicals may consist of a split system with some of it internal and the condenser on the roof but they are not sure yet. Each of the different building styles will be unique but will have a similar feel between them. Members comments included that they liked the vertical board and batten siding instead of horizontal; are concerned with the inclusion of windows in the garages; suggested a punched opening for the garage windows similar to those shown on the 2nd and 3rd floors; liked the initial submittal for the two-story building but suggested bringing out a second gable on the 2nd floor by the porch and changing the columns accordingly; don’t like the farm vents; liked what they have done so far and overall believe they are going in the right direction. Weber said for their next submittal they will need to provide drawings of all four elevations of each building, garages and the clubhouse and include the exact location of each garage on the site plan. Gallo inquired of their plans for signage, and Cialdini noted there will be one way finding and one sign by the clubhouse. Gallo said staff can probably take care of the signage administratively.
