City of Oconomowoc Architectural Commission Meeting Minutes November 11, 2020 Chairman Johnson called the meeting to order at 5:00 pm. Members Present: Jeremy Flint, Paul Schultz, Kurt Schrang and Kent Johnson Members Excused:Anne Krogstad Staff Present: Jason Gallo and Chris Dehnert 2. Harbour – Consider/approve a façade update and signage package for 204 Summit Avenue: Gallo explained this project is located near the downtown with frontage on Summit Avenue. The property is zoned Mixed Use Commercial which requires any building changes must be reviewed by the Architectural Commission. The pole sign in the front of the building has been removed, and the applicant/property owner plans to update the façade of the building which consists of three sections: porch, house and annex area. Colors and materials proposed are white shaker siding with dark gray accents. The main entrance will be through the porch which will be dark gray with large storefront windows and a new rubber roof which is shown with a white membrane. Staff supports the new rubber roof but questions the color of the membrane. The applicant intends to make a few changes to the annex area including a new overhang with roof shingles to match the existing. Gallo added the property has a vision corner, and the applicant intends to place a hedgerow and metal fencing around the property which will be partially in the vision corner. Gallo noted the hedgerow and fencing will be 30” or less which is allowable in a vision corner per the City zoning code. Signage consists of one wall sign over the main entrance of the porch and options A – C for additional signage on the annex area and option D on the north elevation facing Cross Street. Gallo noted the signage complies with the zoning code and members could approve a combination of signage. Kelly Tweeden, owner/applicant, commended the City and specifically Weber for working with her on this project and for giving great suggestions. She said the flat roof will have a slight pitch which will direct water into a down spout tucked into the corner of the storefront side. Members suggested the roof membrane should be black instead of white because it will get discolored and detract from the building. Tweeden agreed with the color black for the membrane and distributed color swatches of the gray and white for the building. Members questioned why the steps were missing from the home, and Tweeden explained the porch is in poor shape and will be removed. They plan to extend the footprint of the porch out by 2’7” toward Summit Avenue and build a new porch on pilings so it will be floating. They intend to enclose the steps inside the porch. Members questioned intentions for the west elevation; liked option C for signage and suggested a projecting sign off the corner of the porch and leave the sign as proposed over the entrance. Tweeden liked the projecting sign and thought it would give the building great visibility. Gallo noted signage can be administratively approved and believes the members have given the applicant great feedback. Motion by Flint to approve the façade update for the Harbour at 204 Summit Avenue as submitted with the following changes: the roof membrane on the porch be changed to black; Option C for the signage on the annex area; recommend a projecting sign off the corner of the porch; and approve the wall sign facing Summit Avenue above the entrance; second by Schrang. Motion carried 4-0. 3. Reports and comments from the City Planner: Gallo noted staff continues to see a lot of development coming forward and he believes Spring should be busy. The Olympia project is moving forward with several proposed retail buildings. 4. Reports and comments from the Architectural Commissioners: None. 5. Department of City Planning Kristi Weber | 262.569.2173 oconomowoc-wi.gov/planning Architectural Commission Background November 11th 2020 : 5:00 pm at City Hall in Council Chambers Item #3 – Harbour; Façade Update The applicant is requesting approval of a façade update and signage package at 204 Summit Avenue. This building is located in the Downtown District zoned MC – Mixed-Use Commercial, and per Section §17.703 of the City’s Municipal Code the Architectural Commission shall approve/deny all exterior building changes. In the past, this property has had a variety of uses and signage applications. Primarily having the curb appeal of a rundown single family residential with an attached side business. The new Property Owner (also Applicant) is proposing a new cohesive updated look to the overall site, especially the Summit Avenue façade. Building Colors & Materials The new cohesive looks has (3) three areas; the new entranceway/porch, the updated house, and the annex (the previous location of the Fabric Gallery). The application shows a dark gray wood for the new entranceway, new white shaker siding, new dark gray shutters and design feather in the gable of the house, and new overhang with dimensional gray shingles to match the existing on the annex. Planning Staff supports all of the updates and design features to update the appearance of this property. Applicant to provide color samples at the meeting. Rubber Membrane Roof The application shows the new front entrance with a white rubber membrane roof. Planning Staff supports the rubber roof, however questions whether it will be visible from the road, and if so, maybe it should be gray to match the existing roof. The Applicant feels the white rubber membrane will not only benefit the heat gain/loss of the building but also complement the white siding. Commissioners to determine what color is warranted. Vision Corner Per Section §17.302 of the City’s Code considers Summit Avenue as an arterial street, the vegetation and fencing is restricted to 30” thirty inches within the 50’ x 50’ vision triangle. Planning Staff supports the landscaping hedge, with a maximum height of 30”. Fence The Commissioners can review the appearance of the fence, but they are regulated Per Section §17.214 of the City’s Municipal Code and a permit can be pulled with Building Inspection. Planning Staff supports the design of the fence and feels it brings a more formal-upscale design to the front yard of the property. Architectural Commission Meeting Background November 11th, 2020 – Page 2 Signage In the past, this property has been multi-tenant and per Code §17.609(3)(a), a Master Sign Plan would be reviewed and approved by the Architectural Commission. The intent of the new property owner is to occupy the entire property. The Property Owner worked with Staff to create a signage plan that has been included with the application showing options along Summit Avenue and Cross Street. Planning Staff supports the text sign on the entranceway/porch is their main sign as it highlights the entry to the business and Option D on Cross Street for key exposure to the patrons from the Collins Street Parking Lot. Staff also feels Options B and C would for a secondary business entrance. Commissioners to determine the signage package based on the options provided, then Staff would review and approve administratively. Additional Logistics: • Sign Permit Required: Pending approval of the sign package, then a sign permit may be issued from the Building Inspection Department located on the second floor of City Hall for $50 per sign. • Diggers Hotline Required: the Applicant is responsible for calling Diggers Hotline prior to fence installation. Staff Comment Planning Staff would like to share that this is an overall great application (with only minor comments by Staff ) and is exactly what the City is looking for with older properties within the MC – Mixed-Use Commercial District. Planning Staff wants to thanks the Property Owners for their efforts with updating of this property. Recommendation: Approve the façade update for 204 Summit Avenue, with the following considerations: • Building Colors & Materials: Applicant to provide color sample at the meeting. • Rubber Membrane Roof: Commissioners to determine what color is warranted. • Signage: Commissioners to confirm signage options for an Administrative Review.
