City of Oconomowoc Architectural Commission Meeting Minutes June 2, 2021 Chairman Flint called the meeting to order at 4:32 pm. Members Present: Jeremy Flint, Anne Krogstad, Paul Schultz, Kurt Schrang and Kent Johnson Staff Present: Kristi Weber, Jason Gallo and Chris Dehnert 2. Approve the May 5, 2021 Minutes: Motion by Johnson to approve the May 5, 2021 minutes; second by Schultz. Motion carried 5-0. 3. Zion Episcopal Church – Consider/approve a Building Facade Update at 237 N. Lake Road: Weber explained this request is for a color update to the church rectory buildings consisting of a home, storage shed, garage and fence located in the Isthmus zoning district which requires review by the Architectural Commission. The existing residence has some stone on it, and the building, fence and shed are all the same cream color. The applicant put together an on-line interactive dashboard with 5 color choices which allows a person to see what the façade would look like with each color. They prefer choices #1 and #3 and are requesting feedback from the commissioners on a paint color combination for the buildings. Rev. Scott Seefeldt of Zion Episcopal Church explained the original house color has faded and he prefers choice #3 with the colors Garret Gray and Chateau Brown. Members questioned if they intended to paint the garage door and gutters, noting they can’t be painted if it is prefinished metal. Rev. Seefeldt was unsure about the garage door, said they may be replacing the gutters and will be replacing the windows in the future. Motion by Schultz to approve color choice #3 for the building façade update at Zion Episcopal Church, 237 N. Lake Road; second by Johnson. Motion carried 5-0. 4. Park at Prairie Creek Ridge Condominiums - Consider/approve Building Plans for the condominiums located off Whalen Drive, west of Fay Lane: Weber explained this development will be located in the northeast section of the City and consists of (8) 4-unit and (16) 2-unit buildings for a total of 64 condominium units. These units will have a similar look as the condo development (Village Crossings) in Pabst Farms. The applicant updated their original submittal at staff’s request by adding gable and flat roof dormers with windows to break up the roofline of the 4-unit buildings. Staff is concerned as the front and rear of elevation “A” of the 4-unit buildings do not match. Weber noted the applicant brought along color samples; the clubhouse and pool were not included in the application, and no action is needed on them tonight; when the applicant is ready, they will submit plans to staff to determine the review process; all HVAC and mechanical equipment should be screened, and venting on the roof is to be minimized and colored to blend in; and HVAC ground units are to be screened with landscaping. Weber recommended approval with considerations listed in the background. The applicant, Craig Caliendo explained the buildings will consist of various building styles, colors and elevations. Materials include Hardiplank prefinished siding and shakes, thin cut stone and dimensional asphalt shingles. He wants the buildings to look different and worked with a team to put together the color schemes. Members comments included: the style of the 2-unit buildings look good; the front and rear of elevation “A” of the 4-unit buildings should match; prefer the proposed shed roofs with the windows instead of the smaller gable; and suggested revising the roofline on both elevations to include 2 larger dormers with three individual windows and remove the gable completely. Motion by Krogstad to approve the revised building plans for Park at Prairie Creek Ridge Condominiums located off Whalen Drive, west of Fay Lane, with the following changes to the 4-unit buildings: eliminate the gable on the rear elevation and include 2 larger shed roofs with 3 windows each on the front and rear of elevation “A”; second by Johnson. Motion carried 5-0. 5. Reports and comments from the City Planner: Weber introduced Jasmyn who is interning in the Planning Department this summer. She is in her last year of graduate school and is working on a historical review of all S:Clerk\Committees-Commissions\Architectural\2021\ACMin 6-2-21 properties in the City which staff has been wanting to get done. Weber also noted there will be a July meeting due to projects that will be moving forward and questioned if members will be available on July 6th, which they all indicated they should be. 6. Reports and comments from the Architectural Commissioners: Members questioned the status of the property on Cross Street which had previously come through for approval. They noted windows had been replaced but no other work has been done since. Staff will make an inquiry. 7. Adjourn: Motion by Johnson to adjourn at 5:09 pm; second by Schrang. Motion carried 5-0. City of Oconomowoc Architectural Commission Meeting Minutes May 5, 2021 Chairman Flint called the meeting to order at 4:30 pm. Approve the April 7, 2021 Minutes: Motion by Schultz to approve the April 7, 2021 minutes; second by Krogstad. Motion carried 5-0. 3. Mullen’s Dairy Bar – Consider/approve a Special Exception for the Sign Plan at 120 E. Wisconsin Avenue: Weber explained the canopy and menu board signs for this exterior only business were approved and signage on the stair tower was postponed at the March 3, 2021 Architectural Commission meeting. Initially the applicant was going to place a smiley face on the tower and the name of their business on the wall of the adjacent building. The applicant has switched the locations of these signs and plans to put their name and logo on the stair tower which will be wrapped on all sides in white cedar boards. Members questioned how the sign will be placed on the tower, and the applicant, Josh Keepman, explained the boards will be layered on the tower and the sign will be sandblasted into the boards. The sign will be up lit at night. Weber explained the other proposed sign is the smiley face which was supposed to go on the tower but after discussion at the March meeting, is proposed on the wall of building to the west. Both buildings are now owned by the same person and there is no longer any issue with its proposed location. Weber noted both signs will require a special exception as they are each larger than 50 sf. She concluded the signage on the tower will be visible from the lake and surrounding area, and the smiley face location on the wall will be an attraction. Weber recommends approval of the request as proposed. Motion by Krogstad to approve the special exceptions for signage for Mullen’s Dairy, 120 E. Wisconsin Avenue, as presented; second by Johnson. Motion carried 5-0. 4. Reports and comments from the City Planner: Weber provided an update to a member’s previous inquiry about the “home” signage on the south side of the Fowler Lake Village building. Staff contacted the owners and they will remove it from the building by the end of October. Members questioned why they wouldn’t just come in for approval of the signage. Gallo explained he gave them both options and they decided to remove the signage. 5. Reports and comments from the Architectural Commissioners: None. 6. Chris Dehnert, Deputy City Clerk S:Clerk\Committees-Commissions\Architectural\2021\ACMin 5-5-21 Department of City Planning Kristi Weber | 262.569.2173 oconomowoc-wi.gov/planning Architectural Commission Background June 2nd 2021 : 4:30 pm at City Hall in Council Chambers Item #3 – Zion Episcopal Church Rectory; Building Facade Update The Applicant is requesting approval of a building façade update of the Zion Episcopal Church Rectory located at 237 N. Lake Road. The property is located in the Isthmus Zoning District (under review of §17.204) and all building changes in this district require review and approval by the Architectural Commission Per Section §17.805(3)(b). Location The location of the church rectory buildings and fence is highly visible on three sides from N. Lake Road, as well as from the Downtown Boardwalk. Planning Staff felt that the size of the project and the specific colors being requested warranted Architectural Commissions review and approval. Color The Applicant would like to change the exterior color of the church rectory buildings; which includes the main residence, the garage and the small accessory building (located between the garage and the church office) and the fence. The existing color of the rectory buildings and fence is a light cream that is consistent and compliments the cream variegated stone on the house. The Applicant has submitted five different color schemes, with number one and three being their favorite. The differences are in the proposed trim-fascia-gutter colors as well as the garage colors. Planning Staff feels these color schemes are dark for the amount of wood present on all of the rectory buildings, especially if it the fence is also painted brown. Planning Staff prefers the original color scheme as naturally compliments the existing stone on the house as well and blends nicely with the church buildings. Commissioners to determine which color scheme is warranted. Note: Staff is always very appreciative and supportive of property owners doing continued building and property maintenance. Recommendation: Commissioners to determine which color scheme is warranted for the church rectory buildings (house, garage, shed) and fence located at 237 N. Lake Road. Architectural Commission Meeting Background June 2nd, 2021 – Page 2 Item #4 – Park at Prairie Creek Ridge Condominiums; Building Plans The Applicant is requesting approval of building plans for the Park at Prairie Creek Ridge Condominiums located off Whalen Drive, west of Fay Lane. This project includes (64) condominium units; (8) 4-unit double duplex buildings and (16) 2-unit buildings. All buildings will be single story, ranch style buildings with full basements. Building Massing When the application was initially submitted, Planning Staff had concerns about the rooflines for the 4-unit buildings. Per code §17.207(5)(d) states, “Large, unbroken expanses and long continuous rooflines shall be avoided.” The Applicant modified the rooflines and submitted updated drawings for review within the packet (Commissioners please refer to the drawings date-stamped May 20th). Planning Staff supports the new proposed rooflines as submitted. 4-Unit Building Dormers The dormers shown on the Front Elevation ‘A’ and Rear Elevation, do not match. Both of these elevations appear to be mirrored with the addition of the access door between the garages on the rear elevation. Planning Staff suggest that the gable and the flat roof dormer should be mirrored on both of the elevations. Building Materials & Colors The Applicant has provided (5) building color pallets within the packet. The proposed buildings will have fiber cement siding and shakes, real thin-cut stone, dimensional asphalt shingles and aluminum gutters. The Application shares that this proposed development will look very similar to the Village Crossing at Pabst Farms. Planning Staff supports the proposed building materials and colors. Applicant to provide building material samples at the meeting. Clubhouse / Pool The site plan shows a clubhouse and pool in the center of the project; however, no details about this building were submitted. Applicant to provide elevations, floor plan and fencing information. HVAC / Mechanical Equipment Planning Staff just wants to remind the applicant that any visible rooftop venting needs to be screened or any venting on the roof/elevations should be minimized and colored to blend into the building. Also, any ground HVAC units should be landscaped. Recommendation: Approve the building plans for Park at Prairie Creek Ridge Condominium located off Whalen Drive, west of Fay Lane, with the following considerations: • Clubhouse / Pool: Applicant to provide elevations, floor plan and fencing details. • Mechanical Equipment: Any visible rooftop venting needs to be screened or any venting on the roof/elevations should be minimized and colored to blend into the building. Wisconsin Avenue Oconomowoc, WI 53066 Dear Architectural Building Review Committee, I’m writing on behalf of Zion Episcopal Church to request the approval of a new paint color for the Rectory (home of our priest and his family) located on the grounds of the parish property. It has been approximately 18-20 years since the property was last painted, and the building is well past-due on this and other deferred maintenance projects. Having secured the services of a lead abatement-certified painting company, we hope to start the project— including repairs on rotting woodwork, painting of the house, garage, shed, and fence on north side of property, and replacement of the fences between the church building and the house—on or around the first week of July, to be completed by the end of July. In hopes of selecting a tasteful color that coordinates with the city-approved choices of the surrounding buildings, we contacted the painting company’s color professional, who supplied five options (attached). Our preference is for choice #3 or #1. We trust that the committee will find either one acceptable and provide the necessary approval at your June 2 meeting so that we can move forward within the proposed timeline.
