City of Oconomowoc Architectural Commission Meeting Minutes July 7, 2021 The meeting was called to order by the Deputy Clerk at 4:30 pm. Due to the absence of Chairman Flint, motion by Krogstad to nominate Schultz as Chairman pro-tem; second by Schrang. Motion carried 3-0. Members Present: Anne Krogstad, Paul Schultz and Kurt Schrang Members Absent: Kent Johnson and Jeremy Flint Staff Present: Kristi Weber, Jason Gallo, Robert Duffy and Chris Dehnert 2. Approve the June 2, 2021 Minutes: Motion by Schrang to approve the June 2, 2021 minutes; second by Krogstad. Motion carried 3-0. 3. Jiffy Lube – Consider/approve Building Plans for project to be located at 1610 Water Place: Weber explained this applicant is requesting approval of their plans for a Jiffy Lube to be located next to the Bubbles Foam Farm. The proposed building includes deviations, brackets and a gable roof, and materials will consist of cement siding, stone, brick and dimensional asphalt shingles. Weber questioned the material of the garage doors, color of the bollards which are shown white and noted the proposed garbage enclosure is larger than normal and includes outdoor storage. She suggested the bollards be brown; said the garbage enclosure matches building materials, includes a gate and man door; and staff received approval of the plans from the property owner. Weber recommends approval with considerations as listed in the background. Kurt Overmeyer, developer for Jiffy Lube, explained the garage doors will be clear glass with anodized metal frames; the garbage enclosure should be smaller than shown in the packet and will be a standard size; suggested the bollards could be red; and agreed with screening mechanicals and minimizing any venting. He believes the mechanicals will be enclosed in the gable roof and will provide additional building elevations to staff along with material specifications. Members thought the updated plans are a great improvement and the building will match other buildings in the Pabst Farms. Motion by Krogstad to approve building plans for Jiffy Lube at 1610 Water Place with the following changes: all bollards are to be the red color shown in the signage; the dumpster is to be a standard size; and any visible rooftop mechanicals and venting must be screened and any venting on building elevations should be minimized and colored to blend into adjacent building materials; second by Schrang. Motion carried 3-0. 4. Jiffy Lube – Consider/approve a Master Sign Plan for project to be located at 1610 Water Place: Weber explained the applicant is requesting approval of signage for the Jiffy Lube which includes 2 wall signs on the west elevation, a wall sign on the north elevation, and a monument sign. The signage requires a master sign plan because the proposed signage exceeds code requirements based on number, size and location of signs. Weber suggested the Pennzoil wall sign on the west elevation should have a white background instead of yellow; add a Jiffy Lube circle logo and Jiffy Lube text over the main entrance on the east elevation; remove or change the background of the Pennzoil sign on the ground monument from yellow to white and add the address on the sign; and relocate the Jiffy Lube logo over the center of the gable on the north elevation. Weber recommended approval with considerations listed in the background. Kurt Overmeyer, developer for Jiffy Lube, agreed with the suggestions to make the background of the Pennzoil sign white on the monument sign and on the west elevation; add signage on the east elevation; and move the Jiffy Lube circle to the gable on the north elevation. Motion by Krogstad to approve a master sign plan for Jiffy Lube at 1610 Water Place with the recommendations by Planning staff in the background as follows: West Elevation-Utilize the Pennzoil sign with the white background; East Elevation-Add the Jiffy Lube “circle logo” and “Jiffy Lube” text about the main entrance to the building; Ground Sign-Remove the Pennzoil logo on the sign and add address on base of sign; and North Elevation-Move the circle logo with just the “J” to the center of the gable; second by Schrang. Journey21 - Consider/approve Building Plans for the Enrichment Center and Lodge located east of Old Schoolhouse Road and South of Hackney Way: Weber explained this is for approval of building plans for an enrichment center and lodge for a development for adults with intellectual or developmental disabilities to be located in Pabst Farms. The buildings will have a rustic farm style appearance, contain a lot of glass and a variety of building materials which include board and batten siding, corrugated metal panels, full face stone veneers, storefront windows w/dark bronze trim, dimensional shingles and standing seam roofs. Weber noted there will be signage but it is not ready for review. She recommended approval of the building plans with considerations as listed in the background. Peter Damsgaard of Groth Design Group explained the HVAC units will be screened on each building and any ground units will also be screened. He added the roof of the lodge is long but stepping it down from the center gable has helped break it up. Members thought the buildings are unusual but like the rustic look; the roof lines are interesting; use of stone, scale and composition are good; and even though this is different than other buildings around it, the design is very inviting. Sheila Frisinger, co-founder of Journey21, explained the proposed community they hope to create. Motion by Krogstad to approve the building plans for the Enrichment Center for Journey21 to be located east of Old Schoolhouse Road and south of Hackney Way as presented; second by Schrang. Motion carried 3-0. 6. Olympia Fields Apartments - Consider/approve Building Plans for the apartments located on Kari Court within the Olympia Fields development: Weber explained this item is for approval of the first area to be developed from the former Olympia Hotel site which includes (4) 25-unit buildings, (2) 26-unit buildings, garages, clubhouse and a pool. The City previously created Architectural Design Standards for multi-family developments, and additional standards were created specifically for this development which were agreed to by the developer and included as part of the Developer’s Agreement. Weber reviewed the standards with the members, noting there are items that match the standards, others that did not, and items for the members to determine. She noted interpretations of the standards made with this first development will set precedence for all buildings within the development. Weber explained the garages and clubhouse will consist of the same building materials as the apartments and must also meet the design standards; any visible rooftop mechanicals must be screened and any venting on building elevations should be minimized and colored to blend into adjacent building materials; and there is no action on signage tonight as a master sign plan will be required for this development. Weber recommended approval with considerations as listed in the background. Michael Nelson and Dan Causier of Kahler Slater, Inc. explained the buildings will be craftsman’s style and consist of cement siding and shakes; horizontal lines; consistent 3:12 roof pitches; brackets on the center and the edge of gables; column supports at main entrances; white window trim; roof overhangs; eyebrow canopies over entries; and gooseneck lighting. Building colors will consist of two pairs of color choices (one is the main color, the other is the accent) which will be either “Boothbay Blue” and “Evening Blue” or “Light Mist” and “Gray Slate”, accented with “Artic White” trim, craftsman style exterior doors and “Virginia Slate” asphalt shingles. Nelson explained they updated the plans for the garages to include gables on the backsides to help break up the long roof line. Members suggested adding windows on the garages to help further break up the rear elevation, noting the windows don’t have to be big or they could add two smaller windows. Nelson noted they tried to limit the number of garages with exposed rear elevations which may affect whether they can place windows in the roofline. They also may put additional landscaping around them. Members comments included: buildings look good; okay with proposed prairie style choices; like the gable when it gets wider, rather than less wide and tall as it doesn’t scale well; suggested the apartment side elevations would look better if the bump out was increased to at least 1’. Nelson noted this would add approximately 12’ sq per unit on the side elevation. Gallo said another building may be added in the current green space and asked if it could be administratively approved as long as the building meets all the standards of the buildings that are approved tonight. Motion by Krogstad to approve the building plans for the Olympia Fields Apartments to be located on Kari Court to include the changes as submitted by the applicant; that the bump out on the middle bay end units on both floors of the apartment buildings is to increase by 1’0”; add square windows (as shown in the upper area of the clubhouse) to the rear and side elevations of the 5-stall garage building and on the sides of the 10-stall garage building; any visible rooftop mechanicals and venting must be screened and any S:Clerk\Committees-Commissions\Architectural\2021\ACMin 7-7-21 venting on building elevations should be minimized and colored to blend into adjacent building materials; and grant Planning staff administrative review and approval for if/when the 5-stall garage increases to a 10-stall garage building and if/when additional apartment buildings (as long as they are identical to this application) are added to this area of the development; second by Schrang. Motion carried 3-0. 7. Reports and comments from the City Planner: Weber gave an update on the status of 204 Summit Avenue, and the members were excited for that project to be open, noting it will be a great addition to the downtown. 8. Reports and comments from the Architectural Commissioners: Members questioned when do architectural commission approvals expire. Weber explained architectural commission approvals are handled the same way as building permits on projects that are started but which make minimal progress. The approval remains with the project as long as the project continues to move forward. 9. Adjourn: Motion by Schrang to adjourn at 6:19 pm; second by Krogstad. Motion carried 3-0.
