City of Oconomowoc Architectural Commission Meeting Minutes August 4, 2021 Chairman Flint called the meeting to order at 4:33 pm. Members Present: Schultz, Schrang, Flint and Krogstad Members Absent: Johnson Staff Present: Weber, Gallo and Dehnert 2. Approve the July 7, 2021 Minutes: Motion by Schrang to approve the July 7, 2021 minutes; second by Krogstad. Motion carried 3-0-1 (Flint abstained). 3. Wine Maniacs – Consider/approve a Facade Update at 114 N. Main Street: Weber explained this request is for approval of a paint color change to the exterior of a new business in the Downtown. The applicant has already painted the building a Slate Blue with gold on the decorative posts and trim of the wood panels below the windows. Weber noted this is an after-the-fact approval, and Gallo added the members are not obligated to approve it. The rear elevation has not changed. Staff recommended approval and requested color samples. Members liked the color choices but questioned if more trim should be painted gold, particularly the trim around the wood panels above the windows. The applicant indicated their proposed signage would cover the panels. Members agreed to review their signage request before acting on this item. 4. Wine Maniacs - Consider/approve Master Sign Plan at 114 N. Main Street: Weber explained this applicant is requesting approval of a master sign plan for their new business which include a wall sign to be located over the panels above the windows; (3) product descriptive wall signs directly above the windows; and (2) projecting signs, one near the front entrance and one by the alley entrance which have already been installed. Weber noted the signage exceeds the square footage allowed per code because of the amount of signs requested. Members discussed the proposed wall sign to be located over the upper panels, noting it won’t lay right which may cause bugs and other things to collect behind it. They suggested eliminating the large wall sign and instead the applicant put their logo or grapes in the panel above the windows to the left; the word “Wine” in the middle panel; and “Maniacs” in the panel to the right. The trim around the panels and the trim directly below the panels should be painted in the same gold paint as the rest of the building. Motion by Schultz to approve the after-the-fact paint and trim color for the building at 114 N. Main Street to include painting the trim around the (3) upper panels and the trim directly below the panels the same gold paint that is on the building; second by Krogstad. Motion carried 4-0. Motion by Schultz to approve the master sign plan for Wine Maniacs at 114 N. Main Street to include the following in the panels above the windows: the word “Wine” should be located in the middle panel; “Maniacs” in the right panel; and the logo or grapes in the left panel; additional wall signage above the windows as proposed; (2) 24” x 24” projecting signs; and the signage in the panels above the windows can be administratively approved; second by Krogstad. Motion carried 4-0. 5. Reports and comments from the City Planner: Weber clarified how architectural commission approvals remain through the length of a building permit on unfinished projects. Gallo explained the City currently does not have a historic preservation ordinance and should have one pursuant to Wisconsin State Statutes. He prepared an ordinance which will be discussed at the Plan Commission meeting tonight. The ordinance includes the appointment of an Historic Preservation Committee, and he is proposing that the Architectural Commission S:Clerk\Committees-Commissions\Architectural\2021\ACMin 8-4-21 members be on this committee because of their knowledge of architecture and history of the City. The proposed ordinance will be on next month’s Architectural Commission agenda for further review and discussion. 6. Reports and comments from the Architectural Commissioners: Weber stated that Commissioner Johnson contacted her with a comment on after-the-fact approvals, noting that Fleet Farm had been given direction during their after-the-fact building review to include additional landscaping. His point was that if an applicant requires review after-the-fact there should be a cost for doing so. 7. Adjourn: Motion by Schultz to adjourn at 5:06 pm; second by Schrang. Motion carried 4-0.
