Architectural Commission Meeting Minutes
December 8, 2021
Chairman Flint called the meeting to order at 4:30 pm.
Members Present: Krogstad, Schultz, Schrang, Johnson and Flint
Staff Present: Gallo and Dehnert
2. Approve the November 3, 2021 Minutes: Motion by Johnson to approve the November 3, 2021 minutes;
second by Schrang. Motion carried 5-0.
3. 149 E. Wisconsin Avenue – Consider/approve an after-the-fact Façade Update: Gallo explained this item
was brought forward by staff because the owner of a building in the downtown did an update to its’ façade without
prior Architectural Commission approval. Gallo gave a timeline of events from August, when staff noted the building
façade was removed, up to October when he did a site visit and gave the owner a non-compliance letter asking him
to appear before the board for an after-the-fact approval. Changes included removal of an existing sign, painting the
façade and trim black and replacing 2 rows of small block windows along the top of the storefront window. The
façade on the second floor has not changed, and the first floor façade now matches the other half of the same
building which was split into 2 condo’s years ago. Gallo said the work included both updates and replacements, but
he understands the applicant’s viewpoint that the work was minimal and recommends approval. Tom Groskopf, on
behalf of the building owner who was unable to attend, explained an occupancy permit has not been issued as some
electrical work still has to be done; a building permit was pulled; and the owner has a lease with a new tenant for the
space beginning January 1. Members agreed the building looks better but the process wasn’t followed; questioned if
the building owner could be fined because it’s for an after-the-fact approval; believes the owner should get billed for
all staff time to review the building and all fees; and staff determines if work requires review by the Architectural
Commission, not building owners. Gallo will look into billing for staff’s time and application fees and questioned the
color of the green door which is in the middle of the building. Members agreed the door could get repainted and
thought a color other than black or brown would make it stand out. Motion by Krogstad to approve the after-the-fact
façade update at 149 E. Wisconsin Avenue and for the City to look into being compensated at staff’s rate for the time
involved in following through with this issue before the occupancy permit is granted and any change to the door color
is to be reviewed and approved by Planning staff; second by Johnson. Motion carried 5-0. The members told
Groskopf they are not picking on the building owner but are trying to get everyone in the downtown to do the right
thing. Groskopf pointed out no structural parts of the building were touched, and the bracing was built to protect the
windows while they worked on them.
4. Reports and comments from the City Planner: Gallo wished the members a Merry Christmas and Happy New
Year.
5. Reports and comments from the Architectural Commissioners: Members addressed the issue of recent
after-the-fact approvals and made a recommendation to the City that for all future after-the fact approvals the party
involved is to be charged a double architectural application fee, compensate City staff at their regular rate to review
the item, pay any other permit fees that are required and until all fees are paid, they don’t get an occupancy permit
from the Building Inspector for the site in question. Members also questioned the meeting and material cut off dates
for 2022, and Gallo showed them where they can find the updated calendar on the city’s website. Members wished
staff a Merry Christmas and Happy New Year also.
6. Adjourn: Motion by Johnson to adjourn at 5:05 pm; second by Schultz. Motion carried 5-0.

November 3, 2021

2. Approve the October 6, 2021 Minutes: Motion by Johnson to approve the October 6, 2021 minutes; second
by Schrang. Motion carried 5-0.
3. TownPlace Suites by Marriott – Consider/approve a Special Exception for Signage at 1242 Corporate
Center Drive: Weber explained this applicant is requesting special exceptions for both their wall and ground
signs. The (2) wall signs will consist of channel letters and located on the upper levels of the south and east
walls. They will each be 82.82 sf which exceeds the max 50 square feet code requirement and requires a special
exception. Weber noted while the proposed signage exceeds code, it wouldn’t be legible if it was any smaller, and
the signage at its proposed size will be very visible and a great identifier. The ground sign will be located at the
intersection of Oconomowoc Drive and Corporate Center Drive and include signage for both the hotel and
restaurant on a single monument base. It will be located on the hotel’s property which makes the restaurant sign
off-premises and requires a special exception. The sign will consist of the same brick as the hotel with an opaque
background and includes address numbers. There was no landscaping shown originally on the plan but was later
added by the applicant. Weber explained code requires landscaping to go around the base and suggested the
members allow the applicant to work with staff on proper landscaping for the sign. Weber recommended approval
of the special exceptions for the wall and ground signs with consideration to allow staff to work with the applicant
on landscaping. Don Nummerdor of Sign Effectz Inc. said he will follow through with proper landscaping for
around the base of the ground sign. Members questioned if there is a minimum size for address numbers on signs
because the numbers shown were very small and hard to see. Nummerdor explained there is only 16” under the
main sign, and he was concerned the numbers would not be visible because of the landscaping. The members
discussed other locations for the numbers and decided they should remain where proposed but they should be
bigger. Motion by Schultz to approve special exceptions for the wall and ground sign for TownPlace Suites by
Marriott, 1242 Corporate Center Drive subject to the address numbers being increased to be 4” tall minimum and
the landscaping around the sign to be administratively reviewed and approved by staff; second by Krogstad.
Motion carried 5-0.
4. Reports and comments from the City Planner: Weber explained staff has worked with the developer of the
Jiffy Lube on several items on their building including the color of the bollards, the trash enclosure has been made
smaller, and a change in the color of the brick and roof shingles. All changes were reviewed by staff and approved
by Pabst Farms. Lastly, there is a new tenant in the other side of the Starbucks building who is adding additional
square footage onto the building to accommodate their business. All changes to the building match the
architecture as approved by the members, and the additional size compliments the building and works with the
drive-thru for the Starbucks.

Item #3 – 149 E. Wisconsin Avenue; After-the-Fact Façade Update
In August 2021, it had come to the attention of the Planning Department that the front facade of
149 E. Wisconsin Avenue had been removed. Planning Staff had reached out to the Property Owner
via email to provide a friendly reminder of City Ordinance §17.703;
In the MC District, the Architectural Commission shall approve or deny all exterior building
changes, including but not limited to façade/roof changes, all additions and new construction
(no size limitations).
The Property Owner called the Zoning Administrator that same day and said “it’s [the façade] going
to be exactly the same.”
On October 25th 2021, it was noticeable that the façade was not the same and Planning Staff wrote
the Property Owner a non-compliance letter citing he needed to apply for an after-the-fact
approval through the Architectural Commission. He disagreed and invited Planning Staff to a site
visit to show us evidence that this façade was the same as before.
During the site visit, it was evident that there was a difference in opinion and the Property Owner
was unwilling to submit his property to the Architectural Commission for review.
Planning Staff felt there was a change in the façade and thus warranted review by the Architectural
Commission for a potential after-the-fact approval. The Property Owner is aware that the Planning
Staff was going to bring his property to the Architectural Commission and was invited to the
meeting.
Recommendation:
Approve the after-the-fact façade update for 149 E. Wisconsin Avenue.
