Architectural Commission Meeting Minutes
January 3, 2024
The meeting was called to order by Chairman Flint at 4:32 pm.
Members Present: Johnson, Flint, Schulz and Schrang
Members Excused: Krogstad
Staff Present: Gallo, Weber, Duffy and Dehnert
2. Approve Minutes of November 8, 2023: Motion by Johnson to approve the November 8, 2023 minutes;
second by Schrang. Motion carried 4-0.
3. UW Credit Union – Consider/approve an ITM drive-up canopy for a credit union located at the
southeast corner of WIS 67/Summit Avenue and Pabst Farms Boulevard: Weber explained the applicant
originally planned to place individual canopies over the ITM’s to protect the equipment and customers. They now
want a single structure over all 3 lanes instead which will consist of the same painted steel and laminated panels
used in the building. Weber recommended approval. Samantha Freson of Kee Architecture and Cheryl Weisensel
of UW Credit Union explained the issues created without any canopies and provided material samples of black
steel and wood panels. Members thought the structure looks good and is complimentary to the building. Motion by
Flint to approve an ITM drive-up canopy for the UW Credit Union located at the southeast corner of WIS
67/Summit Avenue and Pabst Farms Boulevard as submitted; second by Schultz. Motion carried 4-0.
4. UW Credit Union – Consider/approve a second special exception for signage for a credit union located
at the southeast corner of WIS 67/Summit Avenue and Pabst Farms Boulevard: Weber explained all
previous signage requests met code requirements except the super graphic signage on their building required a
special exception which was previously approved by the Architectural Commission. This request is for 69.2 sf of
additional signage on the canopy which includes (1) halo lit wall sign; (1) sign under the overhang; and (2) wall
signs. This additional signage requires a second special exception, and Weber recommends approval. Weisensel
said the signage is all about branding and being consistent with the rest of the building. Members thought the
signage looked good and were glad they came through for a second special exception. Motion by Johnson to
approve a second special exception for signage for the UW Credit Union located at the southeast corner of WIS
67/Summit Avenue and Pabst Farms Boulevard as presented; second by Schrang. Motion carried 4-0.
5. Campbell Residence – Consider/approve a façade update in the Isthmus Zoning District at the
residence at 629 N. Lake Road: Weber explained this property is located in the Isthmus zoning district which
requires all exterior alterations must be reviewed by the Architectural Commission. The applicant wants to update
the rear elevation facing Fowler Lake but is not changing the footprint of her bungalow style home. Proposed
changes include: add a shed roof with a dormer; replace the deck, column and railing with composite; replace 2
windows with 2 doors that open to the new deck; and replace several doors and windows. Materials include white
LP Smart siding with vertical board and batten, fascia and soffit; gray dimensional shingle roof; existing roof
shakes will be painted white; and a prefinished standing seam metal roof. The screened porch will have new
windows; paint the wood siding white and window trim black; new soffit and fascia; and replace a door. Members
did not like the white siding with black accents; and noted if the building is a bungalow, then they should be
consistent with brackets which are on the north elevation of the home. Sandra Trego of Trego Architects agreed
with adding more detail on the dormer to be more consistent and suggested white siding with white trim which
members agreed. Motion by Schultz to approve a façade update at 629 N. Lake Road with white siding and white
trim and include trim boards and brackets as shown on the north elevation; second by Schrang. Motion carried 4-
0.

6. Secure Storage – Discuss a façade update for a building complex located at 140 S. Concord Road:
Weber explained this applicant is requesting feedback from the members on their plans for a secure storage
facility. Kent Fish of General Engineering Co explained they plan to renovate the building in 4 phases but this
request is for feedback on the first phase only. Plans include bringing the front parking lot up to grade; large
overhead garage doors; new store front glass entrance doors; and walls will be repainted. The corners on
Concord Rd will have storefront windows with red storage units 3’ behind them, and the wall near the entrance
and along Second St will have red “lick and stick” doors. There will also be a red band along part of the building
facing Concord Rd. Members thought the wall on Concord Rd was okay but the wall facing Second St needed
attention, particularly at the corner facing Concord Rd; suggested taking the same design and put it on the
Second St elevation; and asked if they planned to add plantings around the building to soften it, particularly along
the Second St elevation. Fish suggested adding landscaping along Second St and added that any rooftop units
should be set far back or will be screened. Members suggested working with utility staff on possibly getting the
power lines along Concord Rd underground; consider adding red coping around the edge of the building; include
exit and halo lighting when bringing their final set of plans for approval; and consider the building is in a residential
area when planning the lighting. Gallo added they may need a special exception for a wall sign due to the size of
the building, and the development still requires drainage, lighting and landscaping plans. Weber noted both the
building and signage will have to be reviewed and approved, though they don’t need to do signage right away.
Fish added the back side of the building will also be painted. There was discussion about a monument sign, and
Gallo noted it is not required. No action was taken.
7. Reports and comments from the City Planning Department:
a. 503 N. Lake Road
Weber explained the meters on the building have been shifted to the SW corner, and the applicant has addressed
all items listed in the motion from the July 5, 2023 Architectural meeting.
b. Fiesta Cancun, 159 E. Wisconsin Avenue
Weber explained the applicant reported to staff that they were unable to do the approved updates from the
September 6, 2023 Architectural meeting. Planning staff worked with the applicant on the following changes:
✓ a low slope flat roof;
✓ downspouts to be connected to the existing storm sewer system;
✓ screen roof mechanicals including rooftop equipment for the exterior cooler/freezer; and
✓ existing fence on rear elevation will be repaired and repainted.

9. Adjourn: Motion by Johnson to adjourn at 6:05 pm; second by Flint. Motion carried 4-0.
