City of Oconomowoc Architectural Commission Meeting Minutes June 5, 2024 The meeting was called to order by Chairman Flint at 4:31 pm. Members Present: Otten, Johnson, Flint, Krogstad and Schulz Staff Present: Gallo, Weber, Frye, Magnus, Ellis, Dehnert and Steinhagen 2. Minutes of May 8, 2024: Motion by Johnson to approve the May 8, 2024 minutes; second by Schultz. Motion carried 5-0. At the request of City staff, members agreed to address the residential buildings first. 4. Pabst 59 Multi-family – Consider / approve (5) residential buildings and clubhouse located east of Fleet Farm on Pabst Farms Boulevard: Weber explained this item was discussed by the Architectural Commission last month, and the applicant has made updates and are requesting approval. On Apartment A they proposed breaking up the roofline by adding 2 shed roofs, and Apartment B they made modifications to the ends, raised the parapet on the retail and made other small material changes. They also agreed to minimize and color blend any venting including the PTAC units, added a man door to the garbage dumpster, and made updates to the mail house and club house. Weber noted concerns listed in the background. Chris Coleman of Wingspan introduced himself, thanked the board for the feedback last month and said they worked to address all concerns. Brittany Carrier of Studio 222 Architects explained the changes in more detail; thinks the shed roof helps break up the roofline; will make sure they color blend all venting; pointed out the location of utility banks and plan to landscape around them; and provided material samples. Members said shed roofs should be added to all rooflines but adding one to the Apartment B building would be difficult; suggested the garage doors be changed to a solid charcoal color; and clean up the gables by removing the brackets and change the vent to be rectangular. Motion by Johnson to approve the (5) residential buildings and clubhouse as presented with the following items: 1) garage doors are to be a solid charcoal color; 2) include the shed roofs on both sides of the Apartment A building, not Apartment B; 3) eliminate the shingles and vent in the gables and consider a rectangular vent instead; and 4) utility banks are to be internalized and not visible; second by Schultz. Gallo questioned if these items were considered requirements of the applicant. Motion amended by Johnson to require that the 4 items listed are considered to be requirements and the rectangular vent is a recommendation; second by Schultz. Weber questioned if the members were okay with the locations of the utility banks. Carrier explained why they located the utility banks where they did and that they will include landscaping screening around them. Weber also asked if the members were okay with the plans being updated and sent to staff for administrative approval which they agreed. Motion carried 4 – 1 (Flint voted no). 3. Pabst 59 Tech Hub – Consider / approve (4) tech buildings located east of Fleet Farm on Pabst Farms Boulevard: Weber explained this item was also discussed last month. The applicant has updated their plans to include additional panels around the building but didn’t make any change to the angle of the roofline on the corner design feature which had been a concern of the members. Weber recommended approval with considerations listed in the background. Jay Knetter of JAKnetter Architects explained the change to the roofline on the corner element would impact the scope, overall elevation and the impression of height for individuals under the deck and may cause the size of the beams to become larger. He preferred to leave the corner element as originally proposed and explained in detail how he would avoid a problem in this area. Members agreed with the explanation provided. Knetter added he is considering adding a gray color around the roofline; feels the height of the building to the highway is correct; will make sure the HVAC units are far enough back or will screen them; and showed the members an acid white precast panel. Gallo noted there was previous discussion that the design of this building and the remaining 3 will be similar but a little different; approval tonight is on all 4 buildings; and S:Clerk/Committees-Commissions/Architectural/Minutes/2024/ACmin 6-5-24 suggested that staff could review the architectural plans for the remaining 3 buildings and if there are major changes, they would have to come back to the Architectural Commission for review. Motion by Krogstad to approve the 4 tech buildings located east of Fleet Farm as presented, and the remaining 3 buildings should be reviewed by Planning staff and if there are any substantial changes they must come back to the Architectural Commission for review; second by Johnson. Motion carried 5-0. 5. Reports and comments from the City Planning Department: None. 6. Reports and comments from the Architectural Commissioners: None. 7.
