Architectural Commission Meeting Minutes
July 3, 2024
The meeting was called to order by Chairman Flint at 4:30 pm.
Members Present: Johnson, Flint, Krogstad, Schulz and Otten
Staff Present: Gallo, Weber, Frye, Dehnert and Steinhagen
2. Minutes of June 5, 2024: Motion by Johnson to approve the June 5, 2024 minutes; second by Krogstad.
Motion carried 5-0.
3. 820 Summit Avenue – Consider/approve a special exception for a ground sign located at 820 Summit
Avenue: Weber explained this sign is located in an area with a lot of ground signs on bases. The current sign is
8’ tall, and they are requesting a special exception to increase the height to 12’. They are not changing the sign
nor the base. Weber recommended approval for the special exception to allow the increase in height. Dan
Schaefer of Signworks explained the current sign only allows for 3 tenants, and they now have 4 tenants. He
plans to add a 4th cabinet, repaint the entire sign and reinstall it on the existing base. Weber noted they have
talked to the building owner about additional signage on the property. Motion by Johnson to approve the request
for a special exception for height for a ground sign at 820 Summit Avenue as presented; second by Schultz.
Motion carried 5-0.
4. HSA Commercial – Consider / approve building plans for an industrial facility at 1000 Blue Ribbon
Circle North: Weber explained this development was previously reviewed last month. The applicant made
changes to the corner entrances and added landscaping around their 840’ long building. Weber noted the corner
element is not as detailed as the cantilevered entrance shown on an example they provided in their paperwork.
There will be 2 dumpsters on the site, and Weber recommended they add a man door to each dumpster. She
noted this will be a multi-tenant building which will require a master sign plan once the tenants are known. Ken
Osbourne of HSA explained they added bump outs, simplified the reveals and striping to help focus on the gray
panels, and there will be 2 entrances in the middle. Members said they did not mind the angle of the corner
entrances and questioned dumpster capacity and the truck docks. Osbourne said 2 dumpsters will be sufficient for
the use, and there will be precast knock out panels on the elevation with the docks to allow each tenant to
determine how many docks they will need and build them out accordingly. Members suggested they remove the
bottom stripe on the dumpster enclosure and maintain the top blue stripe, and move the left window on each
bump out to the center of the yellow panel to its left, and the right window on each bump out to the center of the
yellow panel to its right. Motion by Johnson to approve the building plans for HSA Commercial at 1000 Blue
Ribbon Circle North and move the left window on each bump out to the center of the yellow panel to its left, and
the right window on each bump out to the center of the yellow panel to its right; remove the bottom blue and
yellow stripe from the dumpster enclosure and maintain the top blue stripe; allow staff to review the dock door
elevation before the building inspection permit is issued; and add a man door to the dumpster enclosures; second
by Krogstad. Motion amended by Johnson to make all items to be requirements; second by Krogstad. Motion
carried 5-0.
5. Evin – Discuss building addition plans for the senior housing facility at 1101 Silver Lake Street: Weber
explained this applicant is requesting feedback on the massing, scale, context and materials for an addition to the
existing senior housing facility. There will be a connector section between the existing building and the new
addition with a glass vestibule above and an entrance beneath which leads to the underground parking for the
existing building. Weber believes the proposed addition undulations should match the existing; questioned the
lack of balconies; the roofline is long and expansive and should match the roof from the existing building; and
questioned the use of PTAC units on the building addition. Members agreed the addition should match the

existing building; incorporate rooflines and balconies; and last time requested a sidewalk be installed which leads
to Thackeray Trail. Aaron Matter of Matter Development and Dave Raschka of Thrive explained the addition will
contain 54 units of assisted living, and they want the addition to reflect the existing building. The addition will have
its own entrance; contain smaller units based on need; balconies are included with larger rooms; the new building
will not be as wide as the original because the units are smaller which is one of the reasons most balconies have
been eliminated; and the building location is pulled forward on the lot because of the high water mark on the
property. Members suggested turning and placing the PTAC units inside; said the south end should look more like
the north end of the existing building; need more indentations; should make the addition and existing building look
cohesive; and discussed options for the connector section. Raschka agreed to change the white brick on the
connector section to some other material and suggested adding a gray banding where a balcony would have been
located. Members suggested they come back with several options for the connector area or return for another
discussion at a future meeting. Matter said they could add more balconies; and will come back with several
options for the glass connection and base. No action was taken.

8. Adjourn: Motion by Flint to adjourn at 5:57 pm; second by Johnson. Motion carried 5-0.
