August 15, 2017
Mayor Nold called the Committee-of-the-Whole meeting to order at 6:30 PM.
Members Present: Aldermen Shaw, Ellis, Schmidt, Zwart, Kowieski, Miller and Rosek
Excused: Alderman Strey
Staff Present: Mayor Nold, Kitsembel, Sullivan, Gallo, Weber, Duffy, Frye, Kelliher, Pickart, Osborn
and Coenen
2. Presentation/Discussion on the East Wisconsin Avenue Corridor Design Study:
Gallo and Weber gave a Power Point presentation on the East Wisconsin Avenue corridor, which is a gateway
to the downtown. Gallo went over Council’s previous design guideline efforts for the west corridor and stated
the east project area encompasses 67 parcels valued at $32M with most being downtown zoning which allows
70 ft. height, zero setbacks, no on-site parking, etc. Next Weber described the existing conditions, mix of
architecture, strengths and weaknesses of what is already there, opportunities for improvements, and threats
that should be addressed. She also talked about a potential bike path and addressed the rear of properties,
their use and proximity to the water. Gallo went over the goal which is to create a design overlay ordinance
and the process to bring potential changes forward. Staff is looking at potential building heights of 20 – 25 ft.
from the roundabout to the by-pass and a setback of 45 ft. from the water. The committee directed staff to
work on a draft ordinance and check on a potential annexation of the parcel located along this corridor that is in
the Town. Kitsembel stated she would work with Riffle on the process.
3. Closed Session, per Wis. Stats.19.85(1)(e) “Deliberating or negotiating the purchasing of public
properties, the investing of public funds, or conducting other specified public business, whenever
competitive or bargaining reasons require a closed session.” (Fowler Lake Village):
Motion by Miller to go into Closed Session per Wis. Stats.19.85(1)(e) “Deliberating or negotiating the
purchasing of public properties, the investing of public funds, or conducting other specified public business,
whenever competitive or bargaining reasons require a closed session regarding Fowler Lake Village; second
by Ellis. Motion carried 7-0. Closed Session convened at 7:25 PM.
Motion by Rosek to adjourn the Committee-of-the-Whole meeting; second by Ellis. Motion carried 7-0. The
meeting adjourned at 7:25 PM.
