Committee-Of-The-Whole Meeting Minutes
October 17, 2017
Mayor Nold called the Committee-of-the-Whole meeting to order at 7:22 PM.
Members Present: Aldermen Rosek, Shaw, Ellis, Schmidt, Zwart and Kowieski
Excused: Aldermen Miller and Strey
Staff Present: Mayor Nold, Kitsembel, Sullivan, Gallo, Duffy, Frye, Kelliher, Pickart, Dehnert,
Wallace and Atty. Riffle
2. Consider/recommend an Ordinance to Repeal and Recreate §17.208 of the Zoning Code Regarding
Downtown Design Overlay District (East Wisconsin Avenue):
Gallo explained this presentation is a continuation of previous Committee review and discussions on the East
Wisconsin Avenue corridor which encompasses 67 parcels. He said Council previously requested additional
changes be made to the ordinance which staff has done as well as updated the district map. Building
heights will be 20 – 50 ft. from the roundabout to the Sentry site and 20 – 35 ft. from the Sentry site to the by-
pass with a setback of 45 ft. from the water. Gallo also reviewed all changes to building heights, parking,
vision corners, architectural features, and setbacks in areas which Council requested. Policy items not
included in the ordinance: Pedestrian Path, Trailhead, “Avenue of Trees”, annexation of single Town
property, future utility building/wells, signage enforcement, dredging/improving Fowler Lake and financing
improvements. The Committee members discussed setbacks and the building heights. Gallo stated the
existing buildings have lower heights, greenspace, on-site parking and are setback from the road. Staff is
looking at the long range vision of the community. The Committee commented on the bike path with
properties that abut Fowler Lake, the vision triangle areas, frontage road by storage units, landscaping
buffer, step backs and Architectural Commission review of the proposed requirements. Staff recommends
a PIM meeting, a public hearing before Plan Commission and Common Council. Staff will be providing a
separate mailing to all affected property owners in the district. The Committee agreed with the suggested
process.
Motion by Kowieski to adjourn the Committee-of-the-Whole meeting; second by Ellis. Motion carried 6-0.
The meeting adjourned at 7:50 PM.
