Committee-Of-The-Whole Meeting Minutes March 6, 2018 Mayor Nold called the Committee-of-the-Whole meeting to order at 6:30 PM. Members Present: Aldermen Kowieski, Miller, Rosek (arrived at 6:43 PM), Shaw, Ellis (arrived at 6:51 PM), Schmidt and Strey Excused: Ald. Zwart Staff Present: Mayor Nold, Kitsembel, Buerger, Frye, Gallo, Sullivan, Kelliher, Duffy, Pickart, Freber, Golz, Lam and Coenen Others Present: Atty. Riffle 2. Consider/act on Release of Request for Proposal for Architectural Design of Public Safety Facility Buerger reported 630 E. Wisconsin Ave. has been purchased for the new Public Safety Facility and the next step is for the design of the interior conversion of the former Sentry building and exterior upgrade of the site. The RFP solicits consultants in the architectural field to submit a proposal for the design and engineering services necessary to convert the existing structure into an efficient and operational police facility. The Project Team will consist of Buerger, Frye and the Protection & Welfare Committee. The team will review RFP submittals and participate in the design of the building. The RFP is broken out into several categories: Program Development; Schematic Design; Design Development; Construction Documents; Bidding and Construction Administration. Council will have final approval of the preliminary layout and the construction bids. Kitsembel stated the Architect will look at the existing building and scope of the remodel. New construction is estimated to be $100 sf more to build versus remodel. Staff is looking for Committee consensus before the RFP is released. The Committee discussed the size of the interior parking, impound parking placed along lake frontage not being the best use of the frontage, court moving to the facility, necessity of a fitness room, Dispatch Center and deciding what we are doing with it before final design, size of building in excess of need, site giving an opportunity for additional use, building allowing for future growth, effect on tax roll, looking at other sites, selling a portion of the site for other development, amount of review time for RFP’s and project timeline. Motion by Schmidt to recommend releasing the Request for Proposal for Architectural design of a new Public Safety Facility; second by Miller. Motion carried 5-1-1. Kowieski voted no and Ellis abstained. 3. Discussion of Teen Center Concept Kowieski gave a PowerPoint presentation on a potential Teen Center in the City because there is no dedicated space within the Oconomowoc area specifically for our teen youth outside of the structured programs that are already available. He believes there is a need for a teen center and presented steps to explore programming, size, type and land requirements, and potential next steps/recommendations for viability. He suggested forming a Community Committee consisting of volunteers along with City representation to explore programming. He is willing to Chair the Committee and asked if he presents this concept to the public if Council would be comfortable if he identifies himself as an Alderman. The Committee discussed supporting Kowieski’s ideas, having exploratory meetings with stakeholders, being OK with Kowieski identifying as an Alderman, having a Teen Center operated by a private entity and not funding it through tax dollars. Motion by Kowieski to adjourn the Committee-of-the-Whole meeting; second by Miller. Motion carried 7-0. The meeting adjourned at 7:20 PM.
