April 3, 2018
Mayor Nold called the Committee-of-the-Whole meeting to order at 6:30 PM.
Members Present: Aldermen Rosek, Shaw, Ellis (arrived at 6:46 PM), Schmidt, Zwart, Strey, Kowieski
and Miller
Staff Present: Mayor Nold, Kitsembel, Buerger, Frye, Gallo, Sullivan, Kelliher, Pickart, Osborn,
Duffy, Bleck, Golz and Coenen
Others Present: Atty. Riffle
2. Presentation/Discussion on Strategic Planning Kick Off
Sullivan stated Council and staff will be holding strategic planning workshops to gather data, assess the
information gathered and develop a Strategic Plan for the City. The Strategic Plan will help identify
decisions, could be used to develop the City’s Comprehensive Master Plan through 2050 and will be a
tool used as part of the yearly budgeting process to help keep us on track. She introduced Walter
Jankowski, Better Dash Faster Consulting who will be leading the City through this process. Jankowski
gave a PowerPoint presentation comparing the City to World Class leadership by going over our
performance excellence assessment and criteria for performance excellence. He also went over
leadership; best practices; City of Oshkosh Strategic Plan examples; customer focus; stakeholders;
resident owners, Council and employee needs/requirements; measurements; analysis and focus on
results; developing performance measures; operations for best practices; proposed planning process;
vision and long-term plan; high-level overview of the process; the proposed approach to develop the
Strategic Plan; pre-planning on-line survey deliverables; tracking our Strategic Plan; and opportunities.
3. Presentation/Discussion on Operation of a Beer Garden by the Downtown Oconomowoc
Business Association (DOBA)
Kelliher reported staff has been asked by Downtown Oconomowoc Business Association (DOBA) about
having a beer garden in the downtown for specific events. Staff investigated how beer gardens are
managed by contacting Waukesha County, City of Pewaukee, City of Waukesha, Village of Hartland
and the Menomonee Falls Business Improvement District. Staff presented the beer garden
information to the Parks & Recreation Board on 1/8/18 and the Board discussed how it could fit
into the community fabric of Oconomowoc. The Board recommends allowing the beer garden to
operate once per month in June, July and August on Friday and Saturday only on the Village
Green. Staff was directed to develop the concept through DOBA, but if not successful utilize the
RFP process. Staff met with DOBA on 1/24/18 and they are interested in pursuing the concept
and submitted a proposal for the City to consider. Kelliher introduced Tom and Mary Boldig of DOBA
and they presented an overview of how they would run the beer garden including information on
permits, licenses, insurance, tents/shelters, entertainment, facilities, clean-up, items needed from the
City and future consideration that should the event be successful they are given the right of first refusal
for 2019. The Committee overall supports the concept, but some would prefer the event was held in
Fowler or Roosevelt park.
Motion by Rosek to adjourn the Committee-of-the-Whole meeting; second by Kowieski. Motion carried 8-0.
The meeting adjourned at 7:37 PM.

making responsibility.
This constitutes a meeting of the Common Council pursuant to State ex rel. Badke v.
Greendale Village board, 173Wis. 2d 553, 494 N.W. 2d 408 (1993) and must be noticed as
such, although the Common Council will not take any formal action at this meeting.
