Committee-Of-The-Whole Meeting Minutes October 2, 2018 Mayor Nold called the Committee-of-the-Whole meeting to order at 7:00 PM. Members Present: Aldermen Spiegelberg (arrived 7:10 PM), Zwart, Strey, Kowieski, Miller and Ellis Members Excused: Alds. Rosek and Shaw Staff Present: Mayor Nold, Kitsembel, Sullivan, Buerger, Gallo, Duffy, Frye, Kelliher, Pickart, Freber and Coenen 2. Presentation on Proposed 2019 City Budget: Sullivan passed out the 2019 Preliminary Budget books, a copy of her 2019 Draft City Budget memo, her Power Point presentation and a Bottom Line Worksheet comparing 2018 to 2019. Next Sullivan went through the presentation discussing the purpose and what information is included in the budget; equalized value; operations by dept; operations by expenditure type; funding sources; outstanding debt; general fund balance reserves; budget factors, net new construction, changes to operating costs, changes to revenue, and capital spending. In summary, the levy increase allowed is $571,064 and the budget proposes $563,015, the 2018 tax levy has 3.85% or $362,613 in net new construction, and the levy increase includes a tax rate increase of 2.80% which equates to a total tax change of approx. $37 on an average home ($245K.) Our next meeting will be Tuesday, October 9th where we will review the budget department-by- department and if we need more time we will meet on October 11th. Motion by Miller to adjourn the Committee-of-the-Whole meeting; second by Zwart. Motion carried 6-0. The meeting adjourned at 7:27 PM.
