September 17, 2018
Mayor Nold called the Committee-of-the-Whole meeting to order at 5:30 PM.
Members Present: Aldermen Ellis (arrived 6:26 PM), Spiegelberg, Zwart, Strey (left at 6:05 PM), Kowieski,
Miller, Rosek (arrived 5:57 PM) and Shaw
Staff Present: Mayor Nold, Kitsembel, Freber, Pickart, Sullivan, Gallo, Kelliher, Buerger, Duffy,
Frye, Osborn, Bleck, Tinus and Coenen
2. Consider/recommend Long Term Financial Plan 2018-2022: Nold stated the format we will follow
this evening will be to discuss the LTFP Schedule of Capital Levy Funds line-by-line for 2019. The
discussion started by Kitsembel stating Item A3 Dispatch Equipment Upgrades are not levied, but part
of debt service, however this item can be shifted depending on the decision for the new Public Safety
facility. Item A4 Squad Car Replacement will be reduced from 3 to 2 vehicles which will change the
expenditure total from $117K to $78K. For Item A5 Vacuum Sweeper, Frye stated it may be more cost
effective to repair the sweeper than purchase new because they only have a life expectancy of ten
years. Council discussed removal of Item A10 Thackeray Trail Extension from the LTFP and also
discussed doing the entire road, ditches etc. over a two-year period. Motion by Shaw to remove
Thackeray Trail from the 2019 LTFP. Motion died for a lack of a second. Continuing with streets, Item
A11, Frye stated the Collins St repair will be tied into the South St parking lot reconstruction. Moving
on Council noted that the Library used a portion of the 2018 Capital funds to conduct a Community
Needs Study, asked staff to look at the cost of redoing the concession stand and bathrooms at
Champion Field, asked about outsourcing mowing and asked about the plans for the NE Regional
Park. Motion by Kowieski to reduce the funding for Item A23 Library Furniture Replacement by the
actual spend for the Community Needs Study; second by Shaw. Motion carried 6-0. Kelliher stated he
would get cost estimates for the concession stand/bathrooms and suggested keeping the fence
replacement in the 2019 plan for Champion Field while dialogue to redo the rest takes place, he is in
the process of putting information together on outsourcing mowing, and in order to design the NE
Regional Park, he would need funds for initial planning and design. He noted the preliminary number
to grade the park is $200K and does not include a path and landscaping. The park is 33 acres and
certain items would be paid for with park impact fees. Council discussed amending Item A30 NE
Regional Park Development to just include the cost for design. Motion by Kowieski to amend Item A30
to $250K for design only. Kowieski changed his motion to $300K for design; second by Rosek. Motion
carried 4-1-2. Ellis abstained and Miller and Shaw voted no. Sullivan then reported there is one
change on the LTFP Schedule of Capital for the Utility Funds. Item A44 Water Main reflects $909K but
is actually $956K due to engineering not being included in the total. To recap, Sullivan stated the total
2019 levy is $12M+ that includes the decrease in squad purchases by $39K, the WLFD Capital budget
reduction by $100K and will include the reductions to the Library and Parks capital spending. Motion
by Miller to recommend only the 2019 LTFP as amended; second by Ellis. Motion carried 7-0.
Motion by Miller to adjourn the Committee-of-the-Whole meeting; second by Kowieski. Motion carried 7-0.
The meeting adjourned at 7:00 PM.
