Committee-Of-The-Whole Meeting Minutes September 4, 2018 Mayor Nold called the Committee-of-the-Whole meeting to order at 6:58 PM. Members Present: Aldermen Shaw, Ellis, Spiegelberg, Zwart, Strey, Kowieski, Miller and Rosek Staff Present: Mayor Nold, Kitsembel, Freber, Pickart, Sullivan, Gallo, Kelliher, Buerger, Duffy, Frye, Osborn, Lesniewski, Bleck, Tinus, Lam and Coenen Others Present: Atty. Riffle 2. Presentation/Overview of the Long Term Financial Plan 2018-2022: Sullivan passed out three documents: Long Term Financial Plan (LTFP) 2019-2023; LTFP 2018-2022 Summary Schedule of Capital (excluding Utilities); and LTPF 2019-2023 Summary Schedule of Capital (Utilities). Sullivan then gave a Power Point presentation on our growing community, challenges, five-year budget levy projection 2019-2023, major changes in 2018, 2019 Capital requests, funding sources, and items on the horizon. During the presentation Sullivan noted the City provides a variety of services for the community which continues to grow; new construction helps spread the tax levy over more properties which helps to keep the mill rate steady; we face challenges because of property tax levy limits, inflationary increases, capital needs and changing revenues; staff is focusing on the 2019 Capital Improvement Plan (CIP) which includes the new Police Department facility along with various streets, parks and utility projects and vehicle purchases; we have budgeted for technology and accounting software upgrades; and for 2019 we can meet our levy limit but in future years our capital needs are over the levy limit. Our next C-O-T-W meeting will be a working session on Monday, September 17th at 5:30 PM to review and recommend the 2019 General Fund Capital requests and the 2019 Utility Capital requests. Sullivan also stated she would prepare a debt service schedule for the meeting on the 17th. Motion by Shaw to adjourn the Committee-of-the-Whole meeting; second by Ellis. Motion carried 8-0.
