Committee-Of-The-Whole Meeting Minutes October 16, 2018 Mayor Nold called the Committee-of-the-Whole meeting to order at 6:45 PM. Members Present: Aldermen Zwart, Strey, Kowieski, Miller, Shaw, Ellis and Spiegelberg Members Excused: Alds. Rosek Staff Present: Mayor Nold, Kitsembel, Sullivan, Buerger, Gallo, Duffy, Frye, Kelliher, Pickart and Coenen 2. Presentation/Discussion on 2018 Beer Garden Report: Kelliher reported Council authorized the use of the Village Green by DOBA for holding three special Beer Garden events this summer and also requested a report on the events. Tom and Lori Boldig (DOBA) reported the event’s attendance was good, beer brands offered were liked, Root beer was offered and hard seltzer as a beer alternative, streamed music worked out well for 2 events and a polka band was a nice change for the August event, no food was offered so local businesses benefited, clean up was easy, porta- potties worked well and at a minimum 3 are needed, number of trash/recycling receptacles varied but overall 10 – 12 for each event should work, we had 22 tables in June & July (not enough) and 36 in August, which would be the plan for future events, lawn and table games offered were popular, there is a need for more shade so we will be looking to have a larger tent or umbrellas, and the sharing of the Village Green in August with paddleboarders had some challenges and if given the choice they would not share the space in the future. In summary the Boldig’s stated they are looking to add part-time staff to run the events, the events created visitors to local businesses and before the events took place some downtown businesses were not supportive, but some are now. Kelliher added overall there were no issues. 3. Presentation/Discussion on Transient Boat Dock – Lac La belle: Kelliher gave a PowerPoint presentation on the transient boat docks on Lac La Belle. He went over the riparian right zones, approved pier (8 slips) at Veteran’s Memorial Park (VMP), potential pier (4 slips) at VMP, what it would look like with 8 boats slips along the Community Center (CC) shoreline where weddings take place, installing expanded launch piers, and DNR permit requirements if we pursue more boats than the Pier Planning Guide allows. Next Kelliher went over options for piers: Option 1 - install 2 piers (4 slips) at the CC and four piers (8 slips) at VMP; Option 2 - install 2 piers (4 slips) at CC and 2 piers (4 slips) at VMP; Option 3 - submit an I.P. Permit to the DNR for installation of larger piers than allowed by the Pier Planning Guide; or Option 4 - install 2 piers (4 slips) at CC and install new boat launch piers (6 slips) similar to Fowler Park. Kelliher noted that the Fowler Lake piers cost $45,800 and the City has budgeted $155K for piers on Lac La Belle. The Committee consensus was to go with Option 4. Motion by Zwart to adjourn the Committee-of-the-Whole meeting; second by Ellis. Motion carried 7-0. The meeting adjourned at 7:23 PM.
