Committee-Of-The-Whole Meeting Minutes November 13, 2018 Mayor Nold called the Committee-of-the-Whole meeting to order at 5:30 PM. Members Present: Aldermen Kowieski, Miller, Rosek, Shaw, Ellis (arrived at 6:47 PM), Spiegelberg, Zwart (arrived at 5:35 PM) and Strey Staff Present: Mayor Nold, Kitsembel, Sullivan, Buerger, Frye, Pfister, Lesniewski, Onstad and Coenen 2. Consider/act on Motion to Recommend/Not Recommend Reconsideration of Continued Use of Police Dispatch Center in the City of Oconomowoc: Kitsembel stated during the budget meetings, Council requested reconsideration of the July resolution to keep the Police Dispatch Center in the City. There would be a cost savings if the City contracted with Waukesha County Communication (WCC), but the decision comes down to level of service to our citizens. Our dispatchers have local knowledge that is hard to quantify and help our officers with day- to-day operations. Kowieski provided two handouts to the Committee; a letter from Waukesha County Dept. of Emergency Preparedness and a Waukesha County Communications PowerPoint presentation. Buerger stated if dispatch remains in the City, the City would maintain budgetary control whereas with WCC, we are one vote when deciding on spending. Also, the dispatchers supplement investigations, monitor cameras for officer safety and manage records. The Committee discussed WCC and the information provided in the handouts, customized services by WCC, cost, equipment/ upgrade costs to the City, double paying for services – City & County taxes, efficiencies/differences between WCC and City and how WCC handles calls. The Committee also discussed the buildout of the new PD, safety of our citizens, in-house knowledge, staffing, cost, level of service and cell calls going through WCC now. Motion by Kowieski to recommend reconsidering continued use of the Police Dispatch Center; second by Rosek. Motion failed 3 – 4. Miller, Shaw, Spiegelberg and Strey voted no. 3. Consider/recommend Schematic Design and Space Programming for New Public Safety Facility: Addressing Items 3., 4. & 5. Frye passed out a diagram of the first-floor concept plan of the new Public Safety facility that outlined the space/use. Brian Wright, Louise Kowalczyk & Andrew Mayo from FGM gave a PowerPoint presentation going over the first-floor features, the project financing plan and the estimated construction cost broken down into three categories; schematic design budget, 35,000 sf building and 27,000 sf building. The Committee had lengthy discussion on space cost, space uses, size of space, purpose of space use, efficiencies, using the entire space versus using less, court costs, security, number of officers allocated for space, other sites, layout of the site, storage for the PD in various locations (6) throughout the City, operating costs, adding the parking lot cost into the full scope of the project and creating & selling an outlot across from Taco Bell. In response to questions regarding court, staff stated currently the court pays $57,835 annually to rent space at City Hall. The court’s cost to buildout their space in the new facility would be $635K. Motion carried 7-1. Rosek voted no. 4. Consider/recommend Site Location for New Public Safety Facility: Motion by Miller to recommend the site location at 630 W. Wisconsin Ave. for New Public Safety Facility and to create an outlot to sell; second by Ellis. Motion carried 7-1. Kowieski voted no. 5. Consider/recommend Project Budget for New Public Safety Facility: Motion by Strey to recommend the project budget for the new Public Safety Facility in the amount of $11,747,070; second by Miller. Motion carried 6-2. Rosek and Spiegelberg voted no. Motion by Strey to adjourn the Committee-of-the-Whole meeting; second by Ellis. Motion carried 8-0. The meeting adjourned at 9:20 PM.
