Committee-Of-The-Whole Meeting Minutes December 4, 2018 Mayor Nold called the Committee-of-the-Whole meeting to order at 6:58 PM. Members Present: Aldermen Miller, Shaw, Ellis, Spiegelberg, Zwart, Strey and Kowieski Members Excused: Ald. Rosek Staff Present: Mayor Nold, Kitsembel, Sullivan, Buerger, Gallo, Frye, Freber, Pickart, Kelliher, Osborn, Rahn, Schuh and Coenen Others Present: Stan Sugden, City Engineer and Atty. Riffle 2. Discuss/recommend Proposed 2019 Utility Budget: Sullivan gave a Power Point presentation overview of the Utility Budget approval process and each of the Utilities - Water, Electric and Wastewater. For each she reported on the operating income changes, rate of return and rate comparisons. For Water the operating income projected is $472,376 and a rate of return of 2.93%. For Electric the utility is estimated to produce $1.6M in operating income with a rate of return of 5.34%. For Wastewater the City is looking at a rate increase which varies depending on the type of customer – City residents, wholesale sanitary districts and outside retail customers, and operating income is expected at $224,587 with a rate of return of 1.58%. Motion by Miller recommend the 2019 proposed Unity Budget; second by Shaw. Motion carried 7-0. Motion by Miller to adjourn the Committee-of-the-Whole meeting; second by Ellis. Motion carried 7-0.
