Committee-Of-The-Whole Meeting Minutes December 18, 2018 Mayor Nold called the Committee-of-the-Whole meeting to order at 6:30 PM. Members Present: Aldermen Rosek, Shaw, Ellis (arrived at 6:45 PM), Spiegelberg, Zwart, Strey (arrived at 6:45 PM), Kowieski and Miller Staff Present: Mayor Nold, Kitsembel, Freber, Sullivan, Gallo, Kelliher, Duffy, Pickart, Pfister, Frye, Schuh and Coenen Others Present: Atty. Riffle 2. Discussion of “Standards” for Conditional Use Permits: Gallo gave a Power Point presentation reporting previously the C-O-T-W met and discussed Conditional Use Permit (CUP) recent law changes, how CUP’s can be approved, our Zoning Code currently identifying 40 uses as CUP’s and narrowing down the list to 12 uses. Tonight, we will be discussing and creating standards that have measurable criteria for the 12 uses and once we establish the standards, an ordinance will be drafted and brought forward for adoption. Gallo started the standards discussion with Residential Uses (Duplex) and the C-O-T-W added “on-site parking” and “all applicable impact fees” to the standards. Next Gallo went over Commercial Uses (Kennel, Personal Services, Outdoor Recreation, Golf Course, Gasoline Sales, and Vehicle Sales/Rental/Service/Repair). For Kennels, the C-O-T-W discussed changing the time that dogs shall not be outside unsupervised from 10 PM to 8 PM: for Golf Courses add “screen storage from Residential homes” and change no outdoor activities allowed between 10 PM – 6 AM to 10 PM – 5 AM except for special permitted activities; for Vehicle Sales/Rental add “Customer Service hours from 7 AM – 8 PM; and for Vehicle Service/Repair include indoor service allowed after 8 PM with the doors shut and no outdoor speakers being active after 8 PM. Due to the time, the discussion ended at Industrial Uses and Gallo will bring back for continued discussion in 2019. 3. Discussion on Streetscape Along the Sidewalk of City Hall: Kitsembel introduced the discussion stating Kowieski brought an idea forward about enhancing the streetscape along St. Paul Street with potentially a colored/stamped concrete sidewalk. Staff is looking for direction on how to proceed. Kowieski stated a few years ago he brought forward ideas about poetry being stamped into City sidewalks and he approached Jeff Seymour, developer of Fowler Lake Village about the sidewalk around his project. Additionally, due to our 2019 Street Projects including redoing the sidewalk around City Hall and our Tourism Commission looking at fundraising for the potential placement of five life size Wizard of Oz characters for the 80th Anniversary of the Oz premier in Oconomowoc, the Yellow Brick concept was born. Overall, the C-O-T-W is favorable to the concept of sidewalk enhancements and directed staff to put together a conceptual plan as well as determine the impacts to the current street construction project contract. The C-O-T-W noted the 2019 budget did not include sidewalk enhancements. Motion by Miller to adjourn the Committee-of-the-Whole meeting; second by Kowieski. Motion carried 8-0.
