Committee-Of-The-Whole Meeting Minutes January 15, 2019 Mayor Nold called the Committee-of-the-Whole meeting to order at 6:57 PM. Members Present: Aldermen Shaw, Ellis (arrived at 7:07 PM), Zwart (arrived at 7:01 PM), Strey, Kowieski, Miller and Rosek Excused: Ald. Spiegelberg Staff Present: Mayor Nold, Kitsembel, Freber, Sullivan, Gallo, Kelliher, Duffy, Pickart, Pfister, Frye and Coenen Others Present: Atty. Riffle 2. Discussion on the Rosenow Creek Trail Project: Kelliher gave a PowerPoint Presentation outlining the proposed trail project and needs assessment survey results. He reported that on 12/18/18 Council approved the construction of the Rosenow Creek Trail in the amount of $529,567 plus the direct purchase of site amenities in the amount of $39,000. Council also removed a portion of the trail on the east side of Rosenow Creek, which will result in a cost savings of $32,783.50. However, due to the necessity of a budget amendment for the project, a 2/3rds vote was required to move the project forward. The vote failed 5-3. Staff is now looking for direction on how to move forward. Kelliher presented some options for the C-O-T-W to consider: 1) Postpone the project and budget in the 2020 Long Term Financial Plan which will require the project to be re-bid and determine a budget amount for the project which would include an est. of $61,800 for inspections services. He noted that all funds budgeted would be paid for by the Parks Impact Fee; or 2) Authorize the contract as the bid pricing is in effect for 60 days (February 11, 2019) and if this option is chosen, it would be brought before Council on 2/5/19. The Committee discussed the options and suggested possible changes to the project and agreed to have the item brought before Council on 2/5/19. 3. Discussion of “Standards” for Conditional Use Permits: Due to the time, this item was postponed until 2/5/19. Motion by Miller to adjourn the Committee-of-the-Whole meeting; second by Strey.
