Committee-Of-The-Whole Meeting Minutes February 5, 2019 Mayor Nold called the Committee-of-the-Whole meeting to order at 7:00 PM. Members Present: Aldermen Ellis, Spiegelberg, Zwart, Strey, Kowieski, Miller, Rosek and Shaw Staff Present: Mayor Nold, Kitsembel, Gallo, Sullivan, Kelliher, Duffy, Pickart, Buerger, Frye and Coenen Others Present: Atty. Riffle 2. Discussion of “Standards” for Conditional Use Permits: Gallo stated the PowerPoint presentation tonight is a continuation of discussion for setting standards for Conditional Use Permits (CUP) due to recent law changes. CUP’s must have measurable criteria/standards for the City to base a decision on if a CUP can be granted or not. The C-O-T-W previously set standards for Residential and Commercial Uses and tonight will discuss the last category, Industrial Uses. For Natural Resource Processing the Committee added fencing as a safety standard. Gallo stated during his research he determined another potential CUP use; Recycling Collection Centers in the BP and I Districts and created some standards. The Committee added containment of liquids and non- hazardous material. For Mini-Storage the Committee added defining the security camera locations, changing the setbacks to 50’ for the front and 35’ for side/back yards and if property abuts a residential property making the fence more decorative. For Storage Yard the Committee changed the front yard setback to 35’, added security cameras and requires a Hazardous Material Handling and Control Plan for operation. For Communication Tower, per the advice from Riffle, the Committee omitted the last three bullets items in the slide because the use is regulated by State Statutes. Gallo stated the next step is an ordinance will be drafted and brought forward to Council. Motion by Shaw to adjourn the Committee-of-the-Whole meeting; second by Miller. Motion carried 8-0.
