Committee-Of-The-Whole Meeting Minutes June 18, 2019 Mayor Nold called the Committee-of-the-Whole meeting to order at 6:45 PM. Members Present: Aldermen Shaw, Ellis (7:01 pm), Spiegelberg, Zwart, Strey (6:52 pm), Kowieski, Rogers and Rosek Staff Present: Mayor Nold, Kitsembel, Buerger, Sullivan, Frye, Duffy, Freber, Pickart, Gallo and Dehnert 2a. Consider/recommend Updates to the City of Oconomowoc Strategic Plan: Sullivan passed out updated copies and reviewed on the screen the areas of each of the five Strategic Plan Objectives which have been updated since the last COTW meeting. Members discussed City staff being trained on how to use Narcan and shared their concerns with the safety of staff who provide it to individuals due to a potential violent reaction upon receiving the medicine. Motion by Strey to remove Item 2. “Provide Narcan training to all public facilities” under Item B. “Enhance Programs for Citizen Safety”; second by Rosek. Motion carried 6 – 1 (Kowieski voted no). Kitsembel noted it is staff’s intent that the COTW review the updates to the Strategic Plan and staff will provide a clean version for Council approval at the July 2, 2019 meeting. Sullivan said Collins Street parking lot issues are in progress, and members discussed the original plan for the parking lot vs. other options, including a partial repair of approximately half the lot. Members also requested the City continue to move forward with the creation of a Technology Committee, questioned the status of building inspection and asked how much has been spent on engineering services. Kitsembel noted the members can discuss these items further at a future COTW meeting. Motion by Rosek to add a new Item 5. “Review and Analyze Engineering Services” under V. “Enhance the Effectiveness of City Government, A. Develop / Update / Maintain City Ordinances / Policies”; second by Strey. Motion carried 8 – 0. Staff questioned the priority of the items under Item V.A, as there are several large action items which are all due to be started at the same time in 2019. These items are to be addressed by the same department which is currently very busy with ongoing City projects. Members agreed that the new Item 5. could have its start date in the 3rd or 4th quarter of 2019. They also asked staff to provide them with the amount spent on engineering services last year which Kitsembel will put together. Motion by Rosek to recommend the updates as identified by staff in the Strategic Plan; second by Zwart. Motion carried 8-0. Motion by Shaw to adjourn the Committee-of-the-Whole meeting; second by Rosek. Motion carried 8-0. The meeting adjourned at 7:25 PM. Adjourn Notice is hereby given that a majority of the Common Council will be present at the above scheduled meeting to gather information about a subject over which they have decision-making responsibility. This constitutes a meeting of the Common Council pursuant to State ex rel. Badke v. Greendale Village Board, 173Wis. 2d 553, 494 N.W. 2d 408 (1993) and must be noticed as such, although the Common Council will not take any formal action at this meeting. 1 From the Office of the City Finance Director Memorandum To: Mayor Nold, City Council, and City Administrator Sarah Kitsembel From: Laurie Sullivan, Director of Finance/Administrative Services Date: June 13, 2019 Re: Strategic Plan Update – COW June 18 The Strategic Plan is a tool to communicate the Councils expectations and work plan for Staff. This document directs Staff as to where the Council wants to allocate Staff Resources and Funding. Staff will use this plan to help formulate the City Budget and Capital Plan. This meeting is a follow up to the Strategic Plan working session that was held on April 30th. At that meeting Council provided direction for updates to the Strategic Plan. Staff has now incorporated the changes into the Strategic Plan document. The focus of the meeting will be to highlight the changes that were made to the 2018 Plan and get consensus from the committee to recommend approval of the updated plan to Council.
