July 9, 2019
Mayor Nold called the Committee-of-the-Whole meeting to order at 6:04 PM.
Members Present: Aldermen Spiegelberg, Zwart, Kowieski, Rosek, Shaw and Ellis (arrived 6:22 PM)
Excused: Aldermen Strey and Rogers
Staff Present: Mayor Nold, Kitsembel, Buerger, Sullivan, Frye, Duffy, Pickart, Gallo, Osborn,
Bleck, Spencer and Coenen
2a. Consider/recommend Approval of the 2020-2024 Capital Improvement Plan:
Sullivan gave a quick overview of the Long-Term Financial Plan (LTFP) 2020-2024 by giving a PowerPoint
presentation noting the City has had an 18% growth in population since 2008 and has 89.5 miles of streets.
She referenced the LTFP binder that was previously given out in April and passed out several sheets:
2020 Capital Funding Plan and the LTFP 2020-2024 Schedule of Capital – Levy Funds. The discussion
focused on the 2020 Capital Improvement Plan (CIP) and Frye explained the work that is scheduled for
Forest/Elizabeth Sts noting the cost will be funded with a DNR grant of $150K, Watershed funds of $200K
and the remainder financed through debt; and installation of a pond ($600K) west of the trail at Roosevelt
Park. He reported he has a meeting with SEWRPC on Thursday to discuss funding for Forest and
Thackeray Trl and stated to qualify for State grants, streets must be identified in the budget. The extension
of Thackeray Trl will be funded through impact fees, but the existing road is not and Well #8 (scheduled in
2020-2021) is funded through the Water Utility. Sullivan noted the City will do a rate case in 2020 as Well
#8 is a new well for the City and no funds are allocated. Next Sullivan went over debt options. The
Committee discussed several items in the LTFP including replacement of windows at City Hall, Library
remodel and sliding doors, Chaffee Rd park, truck replacements, Lapham St bridge, a slide at City Beach
and the items that have been removed from 2020 in order to meet levy funding. The Committee agreed to
keep the window replacement out of the plan until needed and asked staff to provide information on the
number of workers in DPW and Parks and number of trucks in our fleet. Motion by Rosek to remove
Chaffee Road Park for $30,000 from year 2020 and list it in the “removed from 2020 to meet Levy Funding”
area so it stays on the list for capital project’s future consideration; second by Ellis. Motion failed 2-4.
Spiegelberg, Zwart, Kowieski and Shaw voted no. Motion by Shaw to remove the Thackeray Trail
extension from the LTFP for $1,231,500 from year 2020. Motion died due to a lack of a second. Motion by
Rosek to remove City Beach Water Feature Slide for $25,000 from year 2021; second by Ellis. Motion
carried 6-0. Motion by Kowieski to push out the Swim Pier Replacement past 2021; second by Rosek. The
Committee discussed safety concerns and Kowieski/Rosek rescinded their motion/second. In summary, no
changes were made to the 2020 CIP.
Motion by Ellis to recommend approval of the 2020 CIP and levy funding in the amount of $2,107,403;
second by Zwart. Motion carried 5-1. Rosek voted no.
Motion by Kowieski to adjourn the Committee-of-the-Whole meeting; second by Ellis. Motion carried 6-0.
The meeting adjourned at 8:35 PM.

Notice is hereby given that a majority of the Common Council will be present at the above scheduled
meeting to gather information about a subject over which they have decision-making responsibility.
This constitutes a meeting of the Common Council pursuant to State ex rel. Badke v. Greendale Village
Board, 173Wis. 2d 553, 494 N.W. 2d 408 (1993) and must be noticed as such, although the Common
Council will not take any formal action at this meeting.

Re: 2020-2024 Capital Plan
RELATES TO THE STRATEGIC PLAN
Strategic Goal- V. Enhance the Effectiveness of our City Government
BACKGROUND
The Draft 2020-2024 Capital Plan workbooks have been distributed. The workbook outlines the capital needs of
the City and the recommended funding sources. Department heads will be at the COW workshop to review the
capital requests and answer questions.
We realize that the capital needs are greater than the funding available. Council and staff will work together to
prioritize the needs and match them with funding sources.
ADDITIONAL ANALYSIS
The 2019 levy budget for Capital is $2,094,814. The goal would be to keep the Levy for Capital relatively steady
over the years. Allowing for a 2% increase in Capital would put a levy funding goal for 2020 at about $2,140,000.
FINANCIAL IMPACT
The expenditures in the current five year plan outpace the funding available.
RECOMMENDATION
Review the Capital requests and discuss revisions as needed.
SUGGESTED MOTION
Motion to adopt the 2020-2024 Capital Plan and insert the 2020 Capital into the 2020 Annual Budget.
