September 24, 2019
Mayor Nold called the Committee-of-the-Whole meeting to order at 6:03 PM.
Members Present: Aldermen Rosek, Shaw, Ellis (6:14 PM), Spiegelberg, Zwart, Strey and Kowieski
Absent: Ald. Rogers
Staff Present: Mayor Nold, Kitsembel, Freber, Pickart, Sullivan, Gallo, Buerger, Osborn, Frye,
Hoeppner, Bleck, Duffy, Brasch and Coenen
2a. Consider/recommend Proposed 2020 City Budget:
Sullivan gave a PowerPoint presentation detailing each department and their budget variances/factors,
outlined particulars of special revenue funds, impact fees, debt service fund, general obligation debt
outstanding, capital projects funds, internal service funds, summary of the budget, the bottom line and the
budget process. She noted that Healthcare was estimated in the preliminary budget at 4% and it is 11%.
There is $145,537 in levy capacity left in the proposed budget that we have not spent. Next, the Committee
went through each department’s budget pages having discussion, asking questions and making motions.
Motion by Rosek to remove $15.5K from Acct 340, Page A21 for Sister City travel expenses for 3 people;
second by Shaw. Motion and second withdrawn by Rosek and Shaw. Motion by Rosek to remove $15K
leaving in $500 in Acct 340; second by Shaw. Motion carried 7-0.
Motion by Rosek to remove the Employee Recognition Program in the amount of $2,450 from Acct 340, Page
A40; second by Ellis. Motion and second withdrawn by Rosek and Ellis. Motion by Rosek to decrease the
Employee Recognition Program in Acct 340 to $900 for retiree recognition; second by Ellis. Motion carried 4-
3. Shaw, Strey and Kowieski voted no.
The Committee discussed increasing Police Fees on Page A72 for parking to $30; warrants up to $60; finger
printing to $30; Background check to $25; record checks to $20; PBT to $50; and parking permit to $35 a
month. Information will be brought back to the next C-O-T-W meeting for further discussion.
Motion by Rosek to remove the Dispatch Center on Pages A78 & A79 in the amount of $653,528 and add up
to 5 administrative positions for the Police Dept.; second by Kowieski. Motion carried 4-3. Shaw, Spiegelberg
and Strey voted no.
Sullivan noted that the Fire Dept. budget will be brought to Council on October 15th due to changes.
Motion by Kowieski to reduce Acct 321, Page A168 by $10,000 from $100K to $90K; second by Rosek.
Motion failed 3-4. Ellis, Spiegelberg, Zwart & Strey voted no.
Motion by Rosek to remove $600 from Acct 226, Page A166 for five Hot Spots. Motion died for lack of a
second.
Motion by Kowieski to decrease Acct 321, Page A168 by $5K from $100K to $95K; second by Rosek. Motion
carried 6-1. Ellis voted no.

Motion by Kowieski to remove $1,500 from Acct 340, Page A200 for dog waste bags; second by Rosek. The
Committee discussed getting waste bags donated. Motion and second withdrawn by Kowieski and Rosek.
Motion by Kowieski to reduce Acct 340 by $500 from $1,500 to $1,000. Motion carried 5-2. Shaw and Strey
voted no.
Motion by Strey to put $120K in the Capital Budget for the Blain Street tennis courts; second by Ellis. Motion
by Strey to amend the motion to use debt to fund the Blain Street tennis courts; second by Ellis. Motion
carried 6-1. Rosek voted no.
The Committee suggested staff review Community Center rental fees, Library room rental fees, look at ash
trees to see if any would be candidates for treatment, look at the potential opportunity for implementing banner
fees at our parks, look at increasing room tax up to 8% and review the technology budget. Sullivan stated
hydrant fees will be looked at in 2020 when the Water Rate Case is done, and the C-O-T-W will meet on
October 1st to finalize the budget.
Motion by Strey to adjourn the Committee-of-the-Whole meeting; second by Kowieski. Motion carried 7-0.
The meeting adjourned at 9:16 PM.
