Committee-Of-The-Whole Meeting Minutes
October 1, 2019
Mayor Nold called the Committee-of-the-Whole meeting to order at 6:17 PM.
Members Present: Aldermen Rosek, Shaw, Ellis, Spiegelberg, Zwart, Strey, Kowieski and Rogers
Staff Present: Mayor Nold, Kitsembel, Freber, Pickart, Sullivan, Gallo, Buerger, Frye, Hoeppner,
Bleck, Duffy, Brasch, Schuh and Coenen
2a. Consider/recommend Proposed 2020 City Budget:
Sullivan passed out copies of the 2020 Budget PowerPoint Presentation and 2020 Budget Worksheets for
Police Dispatch outlining City Dispatch versus Waukesha County Communications (WCC) Dispatch. She gave
an overview of the budget changes made at the last C-O-T-W meeting which reduced the levy impact by
$12,550; increased debt by $120K that will not affect the levy until 2021; proposed fee increases for Police
Dept fines/charges and changing the City Dispatch Center services to be provided by WCC. She compared
2019 numbers to the proposed 2020 budget and noted the total tax change to an average home ($245K) is
about $25 and the proposed budget leaves $158,087 of capacity available. She finished by going over
department needs that the capacity could be used for. Kitsembel gave an overview of City dispatch costs
compared to WCC which shows a cost savings of $.03 on an average home by going with WCC. Buerger
introduced Donn Hoffmann and Sherri Stigler from Waukesha County. Hoffmann stated the County is
reviewing the numbers now and Stigler stated it would take 3 – 6 months to facilitate a changeover. Buerger
reported that the Police Dept. would still need to retain five full-time staff for 24/7 coverage if dispatch is moved
to WCC. There is a one-time fee to buy into WCC and the estimated annual operating savings is $35K. He
also noted that the Town of Oconomowoc is considering moving the dispatch services the City provides for
them to WCC. The Committee discussed pros and cons between keeping or moving the dispatch center,
costs, calls and how routed, life safety and staffing.
Motion by Rosek to incorporate the fee increase for parking permits from $30 to $35 as presented; second by
Spiegelberg. Motion carried 8-0. Motion by Rosek to change Dispatch staffing to administrative services and
include Dispatch at the lower amount of $612,872; second by Kowieski. Motion carried 8-0. Motion by Rosek
to add $162,440 back into the budget; second by Kowieski. Motion carried 5-3. Shaw, Ellis & Spiegelberg
voted no. Motion by Kowieski to add one intern for the Clerk’s Dept. in the amount of $7,500 and reduce the
Sister City account by $5K to $5.5K; second by Rosek. Motion carried 7-1. Shaw voted no. Motion by Rosek
to recommend the proposed 2020 City Budget as amended; second by Kowieski. Motion carried 8-0.
2b. Discussion/Direction Regarding Potential Creation of Parcel Outlot at 630 E. Wisconsin Avenue:
Gallo and Kitsembel reported that staff has gathered information on the creation of a saleable outlot at 630 E.
Wisconsin Avenue as directed by Council. A picture was displayed on the screen which showed the location
of the outlot and parking for the Police Dept, Taco Bell and the outlot. A Certified Survey Map would be
needed to split the lot before it could be sold, and an appraisal of the lot would need to be done before the City
could market the outlot. The C-O-T-W directed staff to get a couple of CMAs’ (commercial appraisals) done
before doing anything else.
Motion by Ellis to adjourn the Committee-of-the-Whole meeting; second by Strey. Motion carried 8-0. The
meeting adjourned at 7:41 PM.
