Committee-Of-The-Whole Meeting Minutes May 19, 2020 Mayor Nold called the Committee-of-the-Whole meeting to order at 6:16 PM. Members Present: Aldermen Schellpeper, Kowieski, Rogers, Rosek, Zapfel, Ellis, Spiegelberg and Mulder Staff Present: Mayor Magnus, Kitsembel, Sullivan, Gallo, Buerger, Duffy, and Coenen Others Present: Sugden and Atty Riffle 2a. Motion by Ellis to convene into Closed Session, per Wis. Stats. 19.85(1)(e) Deliberating or negotiating the purchase of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session regarding Olympia Fields; second by Mulder. Motion failed 3-5. Schellpeper, Kowieski, Rogers, Rosek , Ellis voted no. Riffle gave a brief history and explained the purpose of Closed Session is for the C-O-T-W to decide if the City should help with the proposed Olympia Fields project. C-O-T-W remained in Open Session at 6:16 PM. There was discussion on the development as originally proposed and that Council had requested the developer to do an overall plan of the area, including infrastructure. Sugden gave a PowerPoint presentation; Slide 1 depicts the proposed roundabout and the Dept. of Transportation feels the location is not the best area; Slide 2 shows a different roundabout location in which land would still need to be condemned, a straight signal installed and there would be maintenance costs; and Slide 3 shows an entire parcel being blighted. C-O-T-W discussed Plan Commission and Council meeting actions in 2018 and 2019 including some Closed Session meetings and that TIF and eminent domain were first discussed in Jan. 2020. At this time, C-O-T-W went into Closed Session: Motion by Ellis to convene into Closed Session, per Wis. Stats. 19.85(1)(e) Deliberating or negotiating the purchase of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session regarding Olympia Fields; second by Rosek. Motion carried 8-0. Closed Session convened at 6:54 PM. Motion by Kowieski to adjourn Closed Session and reconvene into Open Session; second by Ellis. Motion carried 8-0. Closed Session adjourned and Open Session reconvened at 7:29 PM. Motion by Ellis to approve Option A regarding eminent domain and an appraisal; second by Kowieski. Motion carried 5-3. Schellpeper, Rogers, Rosek voted no. Motion by Kowieski to adjourn the Committee-of-the-Whole meeting; second by Ellis. Motion carried 8-0. The meeting adjourned at 7:31 PM. Greendale Village Board, 173Wis. 2d 553, 494 N.W. 2d 408 (1993) and must be noticed as such, although the Common Council will not take any formal action at this meeting.
