Mayor Magnus called the Committee-Of-The-Whole Meeting to order at 7:10 PM.
Call to order and confirmation of appropriate meeting notification
Committee Business
a. Closed Session
Motion by Mulder to convene in to Closed Session, Per Wis. Stats. 19.85(1)(e) Deliberating or negotiating the purchasing of public
properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons
require a closed session regarding Jurisdictional Offer for 11.8 acres of land owned by Park Studios, LLC at 1375 Royale Mile Rd;
second by Kowieski. Motion carried 8-0. Closed Session convened at 7:10 PM.
Adjourn
Motion to adjourn made by Kowieski and seconded by Rosek. Motion carried 8-0-0. The meeting adjourned at 7:10 PM.

Notice is hereby given that a majority of the Common Council will be present at the above scheduled meeting to gather information
about a subject over which they have decision-making responsibility. This constitutes a meeting of the Common Council pursuant to
State ex rel. Badke v. Greendale Village Board, 173Wis. 2d 553, 494 N.W. 2d 408 (1993) and must be noticed as such, although the
Common Council will not take any formal action at this meeting.

BACKGROUND
The intent of the Committee-of-the-Whole closed session is to share the process, timeline, and establish a dollar
amount for the jurisdictional offer (JO) to be served.
Process:
Feb 2nd : COW Mtg – closed session – share timeline, process & potential offer amount
Feb 2nd: City Council – formally approve JO to be issued & adopt Resolution authorizing CDA to proceed
to jointly approve JO
Week of February 8th: CDA meets to approve JO
City must wait 30 days for response to JO
March 16th: City Council formally approves Award of Damages (if Park Studios LLC have not accepted it)
- Adopt Resolution authorizing CDA to proceed to jointly approve Award of Damages
Thereafter, CDA – approves Award of damages Resolution
RECOMMENDATION
Attorney Riffle will advise COW members on potential offer amount based on appraisal, as well as his expertise
related to condemnation processes.
SUGGESTED ACTION
Direction for City Attorney & Staff to proceed based on dollar amount agreed upon for Jurisdictional Offer.
