During the 2021 budget workshops last fall, the Council directed staff to budget for a Dispatch Study to be conducted before the 2022 budget is presented to Council. Council asked that we use an outside independent firm to conduct the study using the Request for Proposal (RFP) process. The study would look at both the City dispatch service and the County dispatch service and compare the service levels and pricing. The Firm would present the pros and cons of both services and make a recommendation to Council. ADDITIONAL ANALYSIS As part of the deliverables of the Police Emergency Dispatch Services Study RFP, the City asked for the consultant to provide the Common Council with a presentation on best practices in emergency communications and public safety dispatch for jurisdictions of similar size. Essentially, asking them to explain what “world-class” dispatch looks like and to define the most important attributes. This was requested to be presented ahead of the findings and recommendations of the study to be used as a benchmark or metric for the Council to evaluate the two dispatching services. Matrix Consulting will be on hand remotely via Teams to deliver the presentation. RECOMMENDATION No action is necessary at this time. Matrix Consulting Group will be in-person at a Committee of the Whole meeting on Tuesday, September 7, 2021 to present the findings and recommendations of the study. 1 2
