City of Oconomowoc Committee-Of-The-Whole Meeting Minutes August 10, 2021 - 6:00 PM Aldermen Present: Karen Spiegelberg, Matt Mulder, Charles Schellpeper, Lou Kowieski, Matt Rosek, John Zapfel, Kevin Ellis Also Present: Robert Magnus, Matt Trebatoski, Betsy Bleck, Diane Coenen, Robert Duffy, Kevin Freber, Mark Frye, Scott Osborn, Joe Pickart, Johanna Rahn, Bryan Spencer, Laurie Sullivan, Brad Timm Mayor Magnus called the Committee-Of-The-Whole Meeting to order at 6:03 PM. Call to order and confirmation of appropriate meeting notification Committee Business a. Consider/act on 2022-2026 Capital Budget Sullivan gave a PowerPoint presentation and placed copies of several documents at Council stations which included the Long-Term Financial Plan 2022-2026 PowerPoint, 2022 Proposed Capital Funding Plan Spreadsheet, Long-Term Financial Plan 2022-2026 Schedule of Capital – Levy Funds Spreadsheet and Project Worksheet for the John & Lavinia Rockwell Park Improvements. The Committee discussed increasing the Electric Utility Transformer purchase for 2022 by $150K ($300K to $450K) to buy equipment early because of the lead time to get delivery. This change will be brought forward to a future budget meeting. Motion by Rosek to amend the 2023 Budget; Parks - Champion Field Concession/Restrooms $440K description to be all fundraising, donations or grants versus levy or debt; second Schellpeper. Motion carried 7-0. Motion by Mulder to strike the $75K for Champion Fields back stops and fencing and move up the replacement of the Wide Area Mower #99 to 2022 for $85K; second by Ellis. Motion carried 7-0. Ellis left the meeting at 7:28 PM Motion by Rosek to strike the 2022 Hickory Wood Park shelter ($40K); second by Kowieski. Motion carried 6-0. Motion by Rosek to move the $45K playground equipment replacement for Westover Park to 2023; second by Kowieski. Motion carried 4-2. Mulder and Schellpeper voted no. Motion by Rosek to add a line item in to explore splash pad at Roosevelt for $5K in 2024; second by Kowieski. Motion carried 6-0. Motion by Rosek to amend Rockwell Park from $500K to $300K; second by Kowieski. Motion carried 4-2. Spiegelberg and Zapfel voted no. 1 Committee-Of-The-Whole - August 10, 2021 Motion by Rosek to remove Lake Bluff Dr extension from the 2022 ($200K) and 2023 budget ($1.8M); second by Mulder. Motion carried 5-1. Spiegelberg voted no. Spiegelberg left the meeting at 9:04 PM. Motion by Kowieski to add a line item in for Oconomowoc Parkway for $50K; no second. Motion failed. Motion by Schellpeper to move the $61,050 from 2026 to 2022 using reserve funds for the squad riffles and training equipment; second by Kowieski. Motion carried 5-0. Adjourn Motion to adjourn made by Kowieski and seconded by Mulder. Motion carried 5-0-0. Greendale Village Board, 173Wis. 2d 553, 494 N.W. 2d 408 (1993) and must be noticed as such, although the Common Council will not take any formal action at this meeting.
