This constitutes a meeting of the Common Council pursuant to State ex rel. Badke v. Greendale Village Board, 173Wis. 2d 553, 494 N.W. 2d 408 (1993) and must be noticed as such, although the Common Council will not take any formal action at this meeting. 1  MEMORANDUM PARKS, RECREATION & FORESTRY DEPARTMENT Date: 10-27-21 To: Mayor, Common Council and City Administrator From: Craig Hoeppner, Director Re: Village Green Pavilion/Restrooms facility RELATES TO THE STRATEGIC PLAN IV.C. Evaluate Village Green enhancements and public restrooms in downtown BACKGROUND The Village Green Restroom facility was discussed at the October 5, 2021 Common Council meeting. It was decided by Council at that meeting to table the item for 30 days and bring back potential elevation views of what the restroom facility could look like in Village Green. As background, the Parks & Recreation Board voted unanimously to recommend to the Common Council to move forward with construction of restrooms in Village Green, adjacent to the west side of the Etc. building, and to send out an RFP for Design/Engineering services. Of the 5 options that the City currently controls, this location was recommended because of its easy and safe pedestrian access from the Boardwalk, E. Wisconsin Avenue and the Village Green, proximity to the many activities and events at the Village Green and the shorter distance for utility connections than most options. The new owners of the Etc. building would work with the City to improve the west façade of their building and improve the dumpster corral on the north end of the building. The sizing of the restrooms would be determined during the Design process. Most likely, they would include 3-5 toilet fixtures per gender and a maintenance room. The restrooms would be designed to accommodate day to day use and small to medium-sized special events. For large special events, portable toilets would still need to be used. ADDITIONAL ANALYSIS With the assistance of Jason Dvorak, Jerry Erdmann and Sara Ninmann, three (3) different design options for the potential restroom facility in Village Green will be presented at the Committee of the Whole meeting on November 2, 2021 for review and discussion. FINANCIAL IMPACT $300,000 is the anticipated cost for Design/Engineering and Construction of the Village Green Restrooms. Funds would come from previously budgeted Park Impact Fee funds. RECOMMENDATION Approve sending out an RFP for Design/Engineering for the Village Green Restrooms. 1 2  MEMORANDUM DEPARTMENT – ECONOMIC DEVELOPMENT Date: November 2, 2021 To: Common Council From: Bob Duffy, Economic Development Director Re: Rockwell Partners LLC Potential Development RELATES TO THE STRATEGIC PLAN III. Focus on Community Growth A. Research and Plan for City Development 3. Promote downtown development BACKGROUND Rockwell Partners LLC have been assembling real estate for a redevelopment project on North Main Street within the Downtown area. The City has met with the development team as this is a strategic area of focus for the City that requires planning and engineering of public infrastructure. The development will include public benefits. At our meeting, the development team will discuss optional public benefits, possible variances and TIF participation. There are several options with the development that will be explained at the meeting as part of their presentation. Should the Committee of the Whole favor the potential development, our next step would be to approve the Mayor, City Attorney and City Staff to work with Rockwell Partners LLC to execute a reimbursement agreement. We have placed this item on the Common Council agenda in the event this is the direction provided. FINANCIAL IMPACT Possible TIF participation. RECOMMENDATION Staff recommends further exploration of the potential development. SUGGESTED ACTION Motion to have the Common Council take action on our standard form Pre-Development Reimbursement Agreement with Rockwell Partners LLC.
