Mayor Magnus called the Committee-Of-The-Whole Meeting to order at 7:00 PM.
Call to order and confirmation of appropriate meeting notification
Committee Business
a. Consider/recommend Pickleball Complex Proposal from Lake Country Pickleball Club for NE
Regional Park
Hoeppner introduced Paul Barbour, a Club Board member of the Lake Country Pickleball Club. He
gave a PowerPoint presentation. Hoeppner reported on the City’s maintenance obligations once
the courts are operational. The Committee had various questions and is looking for more
definition, however overall likes the public/private partnership and proposed use.
Motion to recommend the Pickleball Complex proposal from Lake Country Pickleball Club for NE
Regional Park made by Kowieski and seconded by Ellis.
Motion carried 8-0-0.

Motion to adjourn made by Kowieski and seconded by Schellpeper.
Motion carried 8-0-0.

Re: Northeast Regional Park Pickleball Complex
RELATES TO THE STRATEGIC PLAN
IV.A.5. Plan and develop Northeast Regional Park
BACKGROUND
Our Department and the Lake Country Pickleball Club (LCPC) have worked cooperatively over the years to
install Pickleball court lines at Westover Park. Due to an increase in demand, the number of courts was
expanded from 4 to 6 courts this year. This has helped ease wait times for players, but the LCPC continues to
grow at a rapid pace and is looking for additional courts.
The LCPC brought forward a proposal to the Parks & Recreation Board to install a 10-court State-of-the-Art
Pickleball Complex at Northeast Regional Park, with potential for future expansion. The LCPC plans to
privately fundraise the approximate $400,000 needed for construction. They also plan to provide funding
each year toward future maintenance needs. The LCPC would like the courts constructed in 2022.
ADDITIONAL ANALYSIS
The timing is possible, if the LCPC is able to obtain financial commitments in early 2022. MSI General is
working with them on site layout, design and construction specs. Separately, but in parallel timing, our
Department is partnering with the Wastewater Department to construct restrooms in conjunction with a lift
station in the park in 2022.
On December 13, 2021, the Parks & Recreation Board unanimously approved the concept and location of the
Pickleball Complex at Northeast Regional Park.
Members of the LCPC Board will be in attendance to provide more information and conceptual site layouts.
FINANCIAL IMPACT
The Lake Country Pickleball Club states that they will privately fundraise the $400,000 needed for construction
of the 10-court Pickleball Complex and provide funds for future maintenance needs.
RECOMMENDATION
Approve Concept Plan of Pickleball Complex at Northeast Regional Park.
