This constitutes a meeting of the Common Council pursuant to State ex rel. Badke v. Greendale Village Board, 173Wis. 2d 553, 494 N.W. 2d 408 (1993) and must be noticed as such, although the Common Council will not take any formal action at this meeting. 1  MEMORANDUM ADMINISTRATION Date: January 3, 2023 To: Committee of the Whole From: Mayor Magnus Re: Discussion and Direction Regarding State Shared Revenue Impact on the City RELATES TO THE STRATEGIC PLAN N/A BACKGROUND Shared revenue, or lack thereof, has been a topic of discussion these past few years. The discussion has been driven by budget levy limits that can only increase by a municipalities “net new construction” or by referendum. Currently, net new construction increases in the City have failed to cover increases in operating expenses. This past summer the Mayor met with multiple mayors, Wisconsin League of Municipalities staff, and area chief elected officials to discuss this issue. In September, the Mayor, City Administrator and Finance Director met with state Representative Dittrich and Senator Jagler to discuss this topic and shared at the meeting challenges with infrastructure and public safety costs in the City illustrated by our 2023 proposed City operating budget. Attached to this memo are a Guest Opinion column (Oconomowoc Enterprise 12/22/22 edition) from local leaders, a chart illustrating payments received by the City between 2017 and 2022 and a DRAFT resolution for discussion. ADDITIONAL ANALYSIS Jerry Deschane, Executive Director of the League of Wisconsin Municipalities, will be at our meeting to discuss the ongoing issues with shared revenue. He will also answer questions from the Committee. FINANCIAL IMPACT TBD. No short-term impact but actions could have a positive financial impact based on future state legislative action. Z:\City Administrator\Shared Revenue\Background Memo for Discussion of Shared Revenue.docx 1 2 2 3 3 4  DRAFT – for Council Review & Input RESOLUTION DIRECTING THE LEGISLATURE TO WORK ON A BIPARTISAN SOLUTION TO INCREASE FUNDING FOR THE SHARED REVENUE PROGRAM FOR ALL WISCONSIN CITIES, VILLAGES AND TOWNS WHEREAS, for over ninety years the state shared revenue program has been a key component of Wisconsin’s state and local relationship and an important part of the state’s overall program of property tax relief; and WHEREAS, over the last 20 years shared revenue funding for municipalities has been cut by $94 million; and WHEREAS, over the last generation, property taxes have grown as a share of City revenues as shared revenue and other state aid to Wisconsin municipalities has lagged; and WHEREAS, state aid provided a larger share of municipal revenues in Wisconsin than property taxes from 1975 to 1997. Today property taxes account for more than twice as much municipal revenue as state aid; and WHEREAS, to create and maintain quality communities that attract businesses and families, municipalities must invest in services and infrastructure that people and businesses expect, like police protection, fire suppression emergency medical services (EMS), road maintenance and school support; and WHEREAS, the state should reinvest a portion of its sales and income tax revenue growth in local communities to spur further economic growth and make Wisconsin communities places where people want to live and work. NOW, THEREFORE, BE IT RESOLVED, the Common Council of the City of Oconomowoc hereby calls on the Legislature to work on a bipartisan solution to increase funding for the shared revenue program for all Wisconsin Cities, Villages and Towns, and directs the Clerk to send a copy of this resolution to the state legislators representing the City of Oconomowoc, to Governor Tony Evers and to the League of Wisconsin Municipalities. Magnus, Mayor ATTEST: ___________________________ Diane Coenen, City Clerk 4 5  MEMORANDUM ADMINISTRATION Date: January 3, 2023 To: Committee of the Whole From: Alderman Spiegelberg Alderman Mulder Re: Discussion and Direction for the Possible Placement of Restrooms in the Downtown RELATES TO THE STRATEGIC PLAN N/A BACKGROUND Mayor and Mark, I have been in communication with Aldermen Rosek and Mulder and also Sara Ninmann and we would like to request an agenda item for the Committee of the Whole for Tuesday, December 6th. This will only be a discussion item at this time, to discuss potential placement of public bathrooms in a couple possibilities of areas within the downtown area. At the end of the meeting, we would like to give direction to staff to pursue our recommendation that comes out of the discussion.
