Mayor Magnus called the Committee-Of-The-Whole Meeting to order at 6:03 PM.
Closed Session - Conference Room 3
a. Closed Session
Motion to convene into Closed Session Per Wis State Stat 19.85(1)(e) Deliberating or negotiating
the purchasing of public properties, the investing of public funds, or conducting other specified
public business, whenever competitive or bargaining reasons require a Closed Session
specifically, regarding Division of Costs Associated with the Proposed Olympia Hills Development
made by Douglas and seconded by Mulder. Motion carried 7-0-0. Closed Session convened at
6:04 PM.
b. Adjourn Closed Session
Motion to adjourn Closed Session made by Ellis and seconded by Schellpeper. Motion carried 7-
0-0. Closed Session adjourned at 7:00 PM.
Committee Business – Council Chambers – Open Session convened at 7:05 PM
a. Discussion on Downtown Public Spaces
Hoeppner gave a PowerPoint presentation and stated one of the concepts for Option 3 was
designed by Oconomowoc High School students. Kowieski stated the other Option 3 concept is
open sided by the lake, has a potential gas fire pit, there would potentially be leasable space inside,
solar panels on roof, no restrooms and the design is reminiscent of the train depot restaurant.
Hoeppner stated Option 2 would be utilization of the backside (garage area) of City Hall and tie into
the Oz Plaza. The concept has a welcome center, restrooms and outdoor seating. Council inquired
about funding availability and Hoeppner stated possibly $50K along with private donations. Council
discussed use of the warming house, the amount of ice on the lake needed for activities, kayak
services being provided by a private entity and storage in the shelter and onsite. Council stated they
have interest in a warming shelter by Fowler Lake however direction on use is needed. Hoeppner
stated the playground would remain and restrooms would need to be determined. Council directed
this discussion back to Park & Recreation for further investigation.
b. Rockwell Condominiums Project Update
Jeff Scrima, Rockwell Partners, LLC reported on the Rockwell Condo Development project stating
they have received final engineering costs on the project and they are much higher than anticipated
and the plans as approved can no longer be built. The build of the underground parking structure
and concrete costs have escalated. They are developing new plans which would remove the
underground parking and put parking on the first floor of the building, they intend to keep the

architecture design, provide public parking and restrooms, and contribute dollars for Village Green
improvements. They also plan to open the sidewalk in the Village Green and remove the fence in a
few weeks. They do not have a timeline on when they will bring back new plans. John Kutz, MSI
General stated they understand the new plans will need to go through a resubmittal process.
Council noted the City was funding Village Green improvements, the boardwalk, and the land (18 ft.)
given to the developer. Council inquired about the supported building next to the dam and filling the
hole on the developer’s site. Kutz replied that the developer is working on a private solution with the
owner and they will work with staff on filling the hole. The fencing has been drilled into the ground,
not sandbagged, so it will take longer to remove. Council questioned the necessity for the top floor
in the original proposal being needed to offset underground parking, which will no longer be a part of
the development.

BACKGROUND
At our last Parks & Recreation Board meeting on February 20th, the Board discussed Downtown Public spaces
and possible future improvements to them. These included the Oz Plaza, City Hall Restrooms, Fowler Lake
Pavilion/Warming Shelter and the Village Green. For the Committee of the Whole discussion, staff would like
to focus discussion on the Fowler Lake Pavilion/Warming Shelter and City Hall Restrooms.
ADDITIONAL ANALYSIS
Attached are a few Conceptual Renderings that show possible ideas for these two spaces. Staff would like to
discuss these concepts and have the Committee of the Whole provide direction on preferred options.
