Mayor Magnus called the Committee-Of-The-Whole Meeting to order at 6:31 PM.

Motion to go into Closed Session per Wis State Stat 19.85(1)(e) Deliberating or negotiating the
purchasing of public properties, the investing of public funds, or conducting other specified public
business, whenever competitive or bargaining reasons require a Closed Session to determine TIF
value for the proposed Olympia Hills Development made by Ellis and seconded by Aultman Kloth.
Motion carried 8-0-0. Closed Session convened at 6:32 PM.

Consider/recommend Resolution 23-R3109 Awarding Contract Amendment for Design

Station
Osborn gave a PowerPoint presentation. The Committee discussed iron levels and it was noted the
City should look at installing filtration in Well 7 during the upcoming budget cycle.
Motion to recommend Resolution 23-R3109 awarding contract amendment for Design
Modifications (Iron Filter) and Construction Administration Services for Well No. 8 Puming Station
made by Kowieski and seconded by Rosek.
Motion carried 8-0-0.

Re: Consider/Act on Resolution 23-R3109 to Add an Iron Filter to the Design of Well 8 Pumping Station to
Maximize Pumping Capacity and Minimize Phosphorus Levels at the Wastewater Plant

BACKGROUND
December 2022 – Completion of 219 foot deep, 16-inch diameter high capacity municipal well, 2,500 gpm
January 2023 – Confirmed elevated iron levels. Performed a pilot test to check effectiveness of current chemical
treatment. Requested an updated engineering services and construction cost estimate from
Strand Associates
ADDITIONAL ANALYSIS
Well #8 located in the Pabst Farms area is complete. Upon receiving the final water quality results, the iron levels
were elevated (1.4 mg/L to 1.5 mg/L). This compares to our existing wells of 0.0 mg/L (no detect) to 1.3 mg/L.
Currently we add three chemicals to our water before being pumped to customers: chlorine, fluoride, and
orthophosphate. Chlorine provides disinfection, fluoride aids in dental health and orthophosphate coats the
distribution pipes keeping lead and copper from entering the drinking water and to sequester iron.
Use of Polyphosphates to Address the Iron
Currently, we use a polyphosphate to address our lead and copper drinking water standards. The secondary
benefit with this is we also sequester the iron. Sequester means the chemical surrounds the iron molecules so
they don’t come into contact with the chlorine.
What goes in, must come out. The downside of using polyphosphates is our WWTP must add a chemical to
reduce the phosphorus levels in their discharge from the plant to the Oconomowoc River. Presently, the drinking
water phosphorus is a minor contributor to the overall amount.

Pumping Capacity and Impacts of Polyphosphates
Well 8 has a potential pumping capacity of 2,250 gallons per minute (gpm). We were fortunate to obtain this as
the capacity from Well 2, slated to be abandoned, is 1,400 gpm. We can offset this lost capacity and have an
extra 850 gpm for future growth.
With the higher pumping capacity from Well 8, the amount of phosphates needed to handle the iron on a daily
basis would increase from 12 pounds to 23 pounds. The WWTP cannot handle this large increase of phosphorus
and stay within their discharge limits and operational capabilities. It is estimated the daily phosphates would
increase from 12 pound per day to 23. To offset the impact from the increased chemical usage the pumping
capacity would be cut to 550 gpm to keep the WWTP within their operational and discharge requirements. At
this reduced pumping level, we are no longer covering the lost 1,400 gpm from the abandonment of Well 2. To
obtain the lost 850 gpm, a second new well would be required at some time.
In summary
We can address the iron from the new well with increased chemical cost. At a lower pumping capacity, the
WWTP could stay within their required operational standards. They would also have a higher chemical cost to
remove the phosphorus. A second well would be needed in the future.
Adding Iron Filters to the Well Design and Construction
Installing large water filters would reduce the iron, reduce the phosphorus impacts to the WWTP and allow for
maximum pumping capacity. Removing the iron before it enters the water distribution system provides for a
better product and eliminates residents concerns on cloudy water due to fires, watermain breaks or flushing.
Phosphorus levels at the WWTP under current pumping would decrease from 12 pounds per day to 9.7 (versus an
increase to 23). The largest benefit is we would be able to maximize the pumping capacity to 2,250 gpm.
FINANCIAL IMPACT
Present project funding budgeted in 2020 have been used for:
Well design, drilling and construction administration
Hydrogeologist design and construction administration
Pumping station design and construction administration
SDWLP awarded $4,000,000 to help finance the project
Original project cost estimate submitted for approval = $3,600,000
Tasks associated with adding iron filters include:
Additional design engineering (by Strand Associates) $187,500
Additional construction administration (by Strand Associates) $42,500
Pilot filter test $35,000
Revised pumping station construction cost estimate = $5,300,000
SUGGESTED COMMITTEE OF THE WHOLE MOTION
Suggested Motion: Motion to recommend to the Common Council approval to re-design Well 8 pumping
station for iron filtration to maximize pumping capacity while minimizing the impacts to our WWTP operations
with regards to phosphorus regulations and removal cost.

RESOLUTION NO. 23-R3109
RESOLUTION AWARDING CONTRACT AMENDMENT FOR DESIGN MODIFICATIONS (IRON FILTER) AND
CONSTRUCTION ADMINISTRATION SERVICES FOR WELL NO. 8 PUMPING STATION
WHEREAS the raw water quality of Well No. 8 was found to have elevated levels of
iron; and
WHEREAS, design and construction administration services are to be modified to
accommodate the re-design of the pumping station to include an iron filter to mitigate
elevated iron levels in the Well No. 8; and
Whereas, based on a proposal from our design engineering firm, the project would
be modified to conduct a filter pilot test, re-design the pumping station and provide
additional construction administration services to accommodate an iron filter.
Now Therefore Be It Hereby Resolved, City staff recommends the existing design
contract with Strand Associates be amended to include additional compensation to
incorporate the re-design with an iron filter and to also provide the construction
administration services for the Well No.8 Pumping Station in the amount of $265,000 be
accepted.
BE IT FURTHER RESOLVED, that expenditures for this work with a 10% contingency total a
not-to-exceed cost of $291,500 to be charged to Account 602-573-7000-810, Project Number
222008.
