City of Oconomowoc Joint Committee-Of-The-Whole and Plan Commission Meeting Minutes December 05, 2023 - 6:10 PM Aldermen Present: Matt Rosek, Jennifer Aultman Kloth, Kevin Ellis, Karen Spiegelberg, Charles Schellpeper, Andrew Moroni Aldermen Absent: Chris Douglas, Matt Mulder Plan Commission Members Present: Ken Brotheridge, Dean Federick and Chade Vande Zande Also Present: Robert Magnus, Diane Coenen, Robert Duffy, Mark Frye, Jason Gallo, Jason Herzog, Laurie Sullivan- Murray, Brad Timm, Ivan Lam, Stan Riffle Mayor Magnus called the Joint Committee-Of-The-Whole and Plan Commission Meeting to order at 6:14 PM and appropriate meeting notification was confirmed for both Committees. Committee Business a. Presentation/Discussion of the Pabst Farms Concept Master Plan for the Buildout of the Available Lands Within the City of Oconomowoc Peter Paul Bell and William Niemann of Pabst Farms introduced Nicholas Patera and Danny O'Brian of Teska Associates who gave a gave a PowerPoint presentation on the conceptual Framework (Master) Plan for the various areas of Pabst Farms vacant land. They also passed out a copy of the PowerPoint titled Pabst Farms Land Planning Exhibits for Available Lands & Conceptual Framework Plans to the C-O-T-W and PC members. Chris Coleman, of Wingspan answered questions on their project site which is next to Fleet Farm. Gallo explained General Development Plans (GDP) and the process needed for the new plans. Capri Communities reps, Amy Schoenemann and Jim Tarantino answered questions on their senior living development. Gallo stated he will put together a spreadsheet for Council outlining the potential population impact of the residential aspects of the plan. C-O-T-W stated this is a transition area because it is across from residential, and the Homeowners Association for Village Crossing has concerns with the Wingspan development, specifically how it will be buffered from them and how will traffic be controlled. Staff stated street layouts and traffic are a concern as well as land use, the plan addressing campus senior housing and how Wingspan’s business plan can support that project. Adjourn Motion to adjourn the Plan Commission meeting made by Brotheridge and seconded by Vande Zande and motion to adjourn the Committee -of-the-Whole meeting made by Schellpeper and seconded by Aultman Kloth. Wisconsin Avenue Oconomowoc, WI 53066 RE: draft ‘Concept Master Land Plan’ at Pabst Farms Mr. Jason Gallo, Pabst Farms is pleased to present to the Committee of Whole on Tuesday, December 5th our updated Concept Land Plan for the remaining lands at Pabst Farms within the City of Oconomowoc. We have been working on this Concept Plan for several months, meeting with City Staff on several occasions for their comments and input. Leading the planning efforts, the Teska Associates Group has been involved with land planning in Oconomowoc for several decades. The Pabst Farms original vision/goal was to develop a Place to Live, Work, Play & Shop. We continue to have that same vision/goal to achieve the best in class community. This Plan identifies current trends for land use and outlines a cohesive plan featuring inner connectivity within Pabst Farms creating a unique sense of place. As this process moves forward, we welcome the discussion to create a ‘special place’. We hope to achieve appropriate approvals by March 2024 so that we can deliver and execute on the Plan with interested users. Currently, there is increasing interest in Pabst Farms, especially with the announcement of the development of the Pabst 59 site.
