Committee-Of-The-Whole Meeting Minutes

Aldermen Present: Matt Rosek, Jennifer Aultman Kloth, Kevin Ellis, Karen Spiegelberg, Matt Mulder, Charles
Schellpeper, Andrew Moroni, Chris Douglas
Also Present: Robert Magnus, Eric Boettcher, Lucas Caine, Diane Coenen, Robert Duffy, Kevin Freber, Mark Frye,
Jason Gallo, Scott Osborn, John Schuh, Laurie Sullivan-Murray, Brad Timm, Ivan Lam
Mayor Magnus called the Committee-Of-The-Whole Meeting to order at 6:15 PM and appropriate meeting notification
was confirmed.
a. Committee Business - Conference Room 3
1. Presentation and Updates by Rockwell Partners
Jeff Scrima, Rockwell Partners gave a presentation of the revised proposal for the
Rockwell development and Kent Johnson, Johnson Architects provided information on
the renderings (3) that were set up on easels in the Council Chamber. Information
provided included two penthouse suites were added to the top of the building, which is
now 4 stories, the top story will be stepped back so the penthouses are not visible from
all angles, an outdoor patio will also be on the rooftop and there will be public benefit
although not the same as originally proposed. Dan Eckerman, Construction Group
provided information on the construction materials for the development. Scrima passed
out a short memo to Aldermen, Mayor, Clerk, Attorney & Administrator. Staff stated that
if the project is approved to move forward it will need to go through all the approval
processes.
b. Closed Session
Motion to convene into Closed Session per Wis State Stat 19.85(1)(e) Deliberating or negotiating
the purchasing of public properties, the investing of public funds, or conducting other specified
public business, whenever competitive or bargaining reasons require a Closed Session
specifically to discuss the consideration of expenditures for the Amendment of TID #8 - Rockwell
Partners made by Rosek and seconded by Mulder.
Motion carried 5-0-3. Voted no: Ellis, Schellpeper, Douglas. Convened into Closed Session at
7:04 PM.
Adjourn
Motion to adjourn made by Mulder and seconded by Aultman Kloth.
Motion carried 8-0-0.
The meeting adjourned at 7:47 PM.
