City of Oconomowoc Committee-Of-The-Whole Meeting Minutes June 04, 2024 - 6:20 PM Aldermen Present: Kevin Ellis, Karen Spiegelberg, Matt Mulder, Charles Schellpeper, Andrew Moroni, Chris Douglas, Matt Rosek, Jennifer Aultman Kloth Also Present: Robert Magnus, Hannah Brasch, Eric Boettcher, Diane Coenen, Robert Duffy, Kevin Freber, Mark Frye, Jason Gallo, Kevin Kaari, James Pfister, Laurie Sullivan-Murray, John Schuh, Ivan Lam, Stan Riffle, Brad Bowen Mayor Magnus called the Committee-Of-The-Whole Meeting to order at 6:24 PM and appropriate meeting notification was confirmed. Closed Session – Conference Room 3 a. Motion to convene into Closed Session per Wis. Stats. §19.85(1)(e) Deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session specifically with regard to the Western Lake Fire District Intermunicipal Agreement made by Mulder and seconded by Ellis. Motion carried 8-0-0. Closed Session convened at 6:25 PM in Conference Room 3. Reconvene Into Open Session - Council Chambers Motion to reconvene into Open Session made by Ellis and seconded by Rosek. Motion carried 8-0-0. Open Session convened at 7:18 PM in Council Chambers. Committee Business a. Discussion on Dockhounds Request for a Firework Permit at Wisconsin Brewing Park Gallo reported in 2023 a Temporary Use Permit request for fireworks display at Dockhounds was not approved due to various concerns. The City has now received an application for one event from the Dockhounds in 2024. Matt Sokol, fireworks representative from Sokol Exclusive Events reported they have revised the shoot location to address Ace Precision’s concerns and would like to do a one-minute test shoot the week of June 16th to ensure Ace is ok with the location’s proximity to their business/oxygen tanks, which was an issue in 2023. There will be a safety team present to monitor the shoot and everyone is invited to attend. The height of the fireworks will be just over the tree line (approx. 200 ft high.) All shoots are graded for 15 mile an hour winds and there will be no issue canceling due to weather and/or other conditions such as dry conditions. They are looking to have the event in late July or August. C-O-T-W wants to hear from Ace Precision on their opinion of this application and revisions proposed. A Straw Poll was conducted for a test shoot on June 17th and all Aldermen will allow the test shoot. C-O-T-W also requested that Sokol notify Aurora Hospital, Flight for Life and surrounding neighbors if the event is approved. b. Discussion on 2025 Budget Priorities and Strategic Plan Update Frye stated due to the start time of the C-O-T-W Open Session, Item 4.b. 2025 Budget Priorities and Strategic Plan Update would be postponed until June 18th. Adjourn Motion to adjourn made by Rosek and seconded by Aultman Kloth. Motion carried 8-0-0.
