City of Oconomowoc Committee-Of-The-Whole Meeting Minutes June 18, 2024 - 6:40 PM Aldermen Present: Karen Spiegelberg, Matt Mulder, Charles Schellpeper (arrived 7:16 PM), Andrew Moroni, Chris Douglas, Matt Rosek, Jennifer Aultman Kloth, Kevin Ellis Also Present: Robert Magnus, Eric Boettcher, Diane Coenen, Robert Duffy, Kevin Freber, Mark Frye, Jason Gallo, Jason Herzog, Kevin Kaari, James Pfister, Tony Posnik, Laurie Sullivan-Murray, Ivan Lam, Brad Bowen Mayor Magnus called the Committee-Of-The-Whole Meeting to order at 6:45 PM and appropriate meeting notification was confirmed. Committee Business a. Discussion on 2025 Budget Priorities and Strategic Plan Update The Aldermen were given the opportunity to ask questions of each department’s budget and priorities. Comments from C-O-T-W and staff included the Library adding an unstaffed branch in the Pabst Farms area and looking at more unstaffed branches; more tourism funds should be part of the budget to enhance projects, etc.; a controlled intersection at Hwy 16 bypass and Armour Rd (State may not allow it); evaluate the crosswalks at Hwy Z (Lake Dr) and both sides of the Hwy 16 bypass including the state easement being connected; Park & Rec to look at limiting mowing areas, adding wild flower areas in unused land, keeping areas natural or contracting for mowing services; look to provide a lower cost program to help residents take down dead trees; look to preserve at least one baseball diamond at Champion Field and repair the parking lot; delay the website redesign one year; look at adding a Cricket area at Champion Field; adding sidewalk on the northside of Concord Rd if it fits in the $1.5M budget; what is the cost of combining the reference and circulation desks at the Library and how much in personnel savings; suggested adding $20K in the capital budget for the dog park (35% of the cost has been fund raised); Police Dept to show Council the benefits of artificial intelligence use; have staff conduct the PD staffing study; add another Council member to review the RFP process; more information needed for NE Regional Park; EOC equipment is a priority for the PD; and add a line item for McDowell Court in the General and Utility budgets. b. Discuss Options for Restroom and Concession Buildings for City Beach Boettcher gave a PowerPoint presentation detailing two options - Option A would have one building for three uses; restrooms, concessions and staff rooms and Option B would have two buildings; restrooms closer to Wisconsin Ave and concessions/staff rooms closer to the lake. The approx. design/build cost is $250K-$500K. C-O-T-W consensus is Option A. John Suttner, operator of the current concession stand and Allan Francois, his architect, gave a PowerPoint presentation and passed out proposed renderings of a multi-purpose building with patio and seating area at his own cost or entering into a public-private partnership with the City. If he builds and pays for the building he would need a long-term contract as the City Beach concessionaire. As directed, staff will work with Council on Option A and modernize the building with Suttner as a partner with the City. Adjourn Motion to adjourn made by Aultman Kloth and seconded by Mulder.
