Council President Matt Rosek called the Committee-Of-The-Whole Meeting to order at 7:10 PM and
appropriate meeting notification was confirmed.
Committee Business
a. Presentation/Review of Proposal for Food Truck Court Development at 202 - 310 E.
Wisconsin Avenue
John Kutz, MSI General, speaking on behalf of the property owners (Herro family), gave a
PowerPoint presentation stating the green space exceeds requirements, water issues on the site are
being addressed, the structures on the site will be improved to allow for other uses, it will be a
walkable site with year-round use, there will be a community space for activities, parking will be
private, there will be restrooms on site and the development will facilitate both food truck traffic and
building tenant’s traffic. Mike Herro stated they are not looking for TIF dollars for their project and
possibly will apply for a façade grant for the buildings.

Motion to adjourn made by Mulder and seconded by Aultman Kloth.
Motion carried 6-0-0.
The meeting adjourned at 7:28 PM.

2 Promote the St. Paul / E. Wisconsin Ave Redevelopment Area
BACKGROUND
Sandy Creek, LLC is proposing to complete interior/exterior improvements to the existing buildings on the
site as well as redevelop the abutting properties to a food truck court. Because this area is included in the
TIF 6 redevelopment plan, which anticipated a permanent multi story mixed use redevelopment project,
Staff felt they should provide a presentation to the Committee of the Whole. On the Council agenda
following the Committee of the Whole, is an action item for a resolution on the proposed project.
