Mayor Magnus called the Committee-Of-The-Whole Meeting to order at 6:00 PM and appropriate meeting
notification was confirmed.
Committee Business
a. Discussion and Possible Action on Capital Budget Requests
Sullivan-Murray gave a PowerPoint presentation and also passed out copies of the presentation to
the C-O-T-W. Using the screen, the Capital Budget Workbooks were downloaded from the City
Website and opened to the Long-Term Financial Plan 2025-2029 Schedule of Capital – Levy Funds
spreadsheet. As the C-O-T-W commented and asked questions on a specific department’s budget
request, staff was able to open the detail pages. The department order was as follows: Electric,
Water, Wastewater, Library, Police, DPW, Parks, Fleet and WLFD. C-O-T-W staff direction included
finding a permanent location for the concrete storage area for transformer storage; look at moving
$25K from 2028 to 2025 for the Olympia Tank under-lighting project, clarification was requested
about adding phosphates/phosphate reduction and iron filters on City wells and staff stated after
Well 8 is online the Water Dept will evaluate if either Well 7 or Wells 4 & 6 would be best for the next
filtration project, look at possible cost share or fundraising for purchase of Emergency Management
Equipment for the EDC Room, do a Traffic Analysis (TIA) for the extension of Lake Bluff Rd, move
$90K to 2026 for Lakeridge Park Playground, have the Park & Rec Board review the capital
expenditures for parks and make recommendations to Council, review Park & Open Space Plan for
potential revisions, phase out the playground equipment from Hawthorne Park and requested
information on auction sales of City owned vehicles. A straw poll was taken and not all Aldermen
are in favor of extending Lake Bluff Rd. Staff noted that the City has $400K from the sale of lands
that were dedicated to the City from the Five O’s developer for the extension of Lake Bluff Rd, and
the wastewater forcemain relocation on Lapham St has increased from $950K to $1.050M in 2025.
Motion by Rosek to move Westover Park funding to 2025 and move $90K funding for Lakeridge
Park Playground to 2026, second by Schellpeper.
Motion carried 7-0-0.
Sullivan-Murray noted the City Budget Workshop will be held on Thursday, October 3, 2024 at 6:00 PM.

Motion carried 7-0-0.
