City of Oconomowoc Committee-Of-The-Whole Meeting Minutes October 03, 2024 - 5:00 PM Aldermen Present: Kevin Ellis (arrived 5:01 PM), Karen Spiegelberg, Matt Mulder, Charles Schellpeper, Andrew Moroni, Chris Douglas, Matt Rosek, Jennifer Aultman Kloth Also Present: Robert Magnus, Eric Boettcher, Hannah Brasch, Diane Coenen, Robert Duffy, Kevin Freber, Mark Frye, Jason Gallo, Jason Herzog, Kevin Kaari, Tony Posnik, Jen Puccini, Joey Rahn, Alyssa Roche, Laurie Sullivan- Murray, Brad Timm, Justin Wild, Brad Bowen Mayor Magnus called the Committee-Of-The-Whole Meeting to order at 5:00 PM and appropriate meeting notification was confirmed. Committee Business a. Review/consideration/action on the 2025 City of Oconomowoc Proposed Budget Sullivan-Murray gave a PowerPoint presentation overview on the 2025 Proposed Budget that included changes made from previous discussions. Also at Council stations were three Budget Worksheets and two Budget Questions and Response sheets. The meeting format went in order by department and fund as outlined in the PowerPoint with the C-O-T-W asking questions and having discussion on: Administration, Finance, Clerk, Police, Public Works, Library, Parks/Recreation/ Forestry, Planning, Economic Development, Special Revenue Funds, Debt Service Fund, Capital Projects Fund and Internal Service Funds. C-O-T-W comments/questions/changes as follows: Staff to provide a current spreadsheet outlining the Police Dept. staffing by shift showing how supervisory staff overlaps into the next shift and what would be the proposed staffing with the addition of the new lieutenant; wants staff to look at adding $5K to the DPW budget for weed control; Lake Dr needs to be evaluated for an additional crosswalk or signs and staff should report back to Council; staff should monitor water usage for the splash pad; reducing the Sister City budget; increase the budget for parade crowd control and safety and Police to report back on cost to do so; suggested purchasing better quality Adirondack chairs; staff to provide a report on the Historical Society and what they need to improve what they offer, and removing from the Tourism budget two information kiosk’s to be placed in the City. Motion to reduce the Sister City budget from $10K to $2K made by Rosek and seconded by Schellpeper. Motion failed 2-0-6. Voted no: Aultman Kloth, Ellis, Spiegelberg, Mulder, Moroni, Douglas. Motion to reduce the Sister City budget to $6.5K made by Ellis and seconded by Douglas. Motion carried 6-0-2. Voted no: Douglas and Rosek. Motion to remove $30K from the Tourism budget for two information kiosks made by Rosek and seconded by Aultman Kloth. Motion carried 5-0-3. Voted no: Spiegelberg, Mulder, Moroni. Motion to approve increasing the parade funding to $15K made by Aultman Kloth and seconded by Ellis. Motion carried 8-0-0. Adjourn Motion to adjourn made by Schellpeper and seconded by Mulder.
