Finance Committee Meeting Minutes March 5, 2019 Chairman Zwart called the meeting to order at 6:30 PM. Members Present: Aldermen Zwart, Rosek and Spiegelberg Staff Present: Mayor Nold, Kitsembel, Freber, Osborn, Pickart, Frye, Sullivan, Gallo, Buerger, Duffy and Coenen Others Present: Alds. Kowieski, Miller, Strey, Shaw and Ellis (arrived 6:43 PM), and Atty Riffle 2. Consider/recommend Repealing §27.09(1)(a)(Table 1); and Amending (9)(b)&(c)(Table); and (10)(b)&(c)(Table) of the Municipal Code Relating to Impact Fee schedules/Calculations Sullivan introduced Christine DeMaster from Trilogy Consulting and stated Trilogy was hired to compile a public facility needs assessment and impact fee study update for Transportation, Law Enforcement and Water Facilities Impact Fees. DeMaster gave a PowerPoint presentation on what is an impact fee; requirements per State Stats; the reasons to use impact fees; history of Oconomowoc’s impact fees; their approach to update our impact fees which included population numbers – actual/estimated, development projections for residential single/multi-family, commercial and industrial, development projects 2018-2040 and population projections 2018- 2040. For Law Enforcement Facilities Impact Fees DeMaster went over service level standards, allocation of capacity to existing deficiencies, future growth, cost allocations and impact fee calculations and they recommend increasing the impact fee from $207 per dwelling unit to $430. For Transportation Facilities Impact Fees DeMaster went over cost and impact fee allocations and they recommend increasing the impact fee from $117 per dwelling unit to $373. For Water Facilities Impact Fees DeMaster went over single family residential, nonresidential, sewer & water, and community impact fee comparisons and they recommend eliminating the residential/ nonresidential development 5/8” – 2” meter impact fee currently at $341 per dwelling unit. The net effect of the change is an increase in impact fees of $118 per dwelling unit. The Committee requested calculations per household for a 20-year period for the Police Dept. and questioned replacement of Wells #1 & #2. Pickart stated replacement of Wells #1 & #2 are not due to a water quality issue, but due to age, as they no longer meet DNR requirements. To pay for the replacement the City will borrow. The Committee discussed the lack of industrial developments in the City, keeping the impact fee for industrial the same and adjusting the impact fees for residential single/multi-family. Motion by Zwart to leave the industrial impact fee rate the same as current; second by Spiegelberg. Motion carried 3-0. Motion by Rosek to recommend repealing §27.09(1)(a)(Table 1); and Amending (9)(b)&(c)(Table); and (10)(b)&(c)(Table) of the Municipal Code Relating to Impact Fee schedules/Calculations as amended; second by Spiegelberg.
