Finance Committee Meeting Minutes February 19, 2019 Acting Chairman Rosek called the meeting to order at 7:06 PM. Members Present: Aldermen Rosek, Spiegelberg and Shaw (asked to participate) Staff Present: Mayor Nold, Freber, Osborn, Caine, Pickart, Frye, Sullivan, Gallo, Buerger, Kelliher, Duffy and Coenen Others Present: Alds. Kowieski, Miller and Ellis, and Atty Riffle 2. Consider/recommend Approving 2018 Continuing Appropriations Sullivan reported continuing appropriations transfer the budget and spending authority from one year to another. From 2018 we are looking to carryover funds from unfinished projects, unpaid amounts on purchase orders and specific requests for funding into 2019. There is also a budget amendment to true up construction expenses for the NE Region project, a designation of $15K for the future maintenance of the Community Center and $531,440 in property sale proceeds (Rockwell St and former YMCA) for the new Public Safety facility. Sullivan also noted a large carryover of $222,800 for Economic Development Façade Grants due to the transient boat docks coming in under budget so the funds are being returned. Motion by Rosek to recommend approving 2018 continuing appropriations; second by Spiegelberg. Motion carried 3-0. 3. Consider/recommend Retaining Hearing Examiner for the WaterView Condominium Project Gallo reported the Architectural Commission has recused itself from reviewing the WaterView Condominium project and has recommended hiring Atty John Fuchs to act as the hearing examiner for this project. This is an unbudgeted item and the funding will come out of the legal professional services account. The City did not go out to bid for this service but rather reached out to Fuchs as there are not many individuals who do this type of work. Riffle stated Fuchs will preside over the public hearing, hear testimony from the consultant the City hired to review the project, the developer and any opposition. Fuchs will then review the record and provide the City with a Findings of Fact, Conclusions of Law and determination. The decision is appealable to the Plan Commission. Motion by Rosek to recommend retaining Atty John Fuchs as the hearing examiner for the WaterView Condominium project; second by Spiegelberg. Motion carried 3-0. 4. Consider/act on Vouchers Motion by Shaw to approve the vouchers in the amount of $2,647,064.53; second by Spiegelberg. Motion carried 3-0. Motion by Rosek to adjourn; second by Shaw.
