Finance Committee Meeting Minutes February 5, 2019 Chairman Zwart called the meeting to order at 7:21 PM. Members Present: Aldermen Zwart, Rosek and Spiegelberg Staff Present: Mayor Nold, Kitsembel, Gallo, Sullivan, Kelliher, Duffy, Pickart, Buerger, Frye and Coenen Others Present: Alds. Strey, Kowieski, Miller, Shaw and Ellis, and Atty. Riffle 2. Consider/recommend Budget Amendments for Grants/Donations Received & Northeast Region Development – October 1 – December 31, 2018 Sullivan reported the grants/donations are for a variety of things including Police and Library items. The budget amendments are needed to true-up costs for the Northeast Region project. Motion by Rosek to recommend the budget amendment for grants/donations received and expenses related to the Northeast Region development; second by Spiegelberg. Motion carried 3-0. 3. Consider/recommend Awarding Architectural Consultant Contract for Review of the WaterView Condominium Project Gallo reported the Architectural Commission (AC) met on January 9th to review the WaterView Condo project and due to the scope, were not comfortable doing a deep dive. As allowed by code, the AC requested the assistance of a consultant to determine the degree to which the proposed development reflects the Isthmus design standards set forth in our code. Gallo contacted several historic architecture firms, the State of WI Historical Society and UW Milw Architectural Historian for a list of recognized individuals to contact. Gallo sent the proposal to 24 firms and received 4 responses. Isthmus Architecture was the low quote of not to exceed $3,120 and based on references is being recommended. Once the City receives the review, we will schedule a public hearing and hire a 3rd party reviewer to make a determination of compliance, which can be appealed to the Plan Commission. Riffle recommends that if the project scope does not meet the Isthmus design standards, that the consultant provide information to make it meet ordinance requirements. Riffle also stated that he needs to research if the opponents of the project can appeal the decision if the project is approved. Motion by Rosek to recommend awarding the Architectural Consultant Contract to Isthmus Architecture, Inc. in the amount not to exceed $3,120 to review the WaterView Condominium project; second by Spiegelberg.
