Finance Committee Meeting Minutes April 16, 2019 Chairman Zwart called the meeting to order at 7:38 PM. Members Present: Aldermen Zwart, Rosek and Spiegelberg Staff Present: Mayor Nold, Kitsembel, Osborn, Buerger, Freber, Sullivan, Kelliher, Frye, Duffy, Pickart and Coenen Others Present: Alds. Strey, Ellis, Kowieski, Shaw and Miller and Incoming Ald. Rogers 2a. Consider/recommend Amending §27.09(1)(a)(Table 1); (3); (9)(b) & (c)(Table); and (10)(b) & (c)(Table) of the Municipal Code Relating to Impact Fee Schedules/Calculations Sullivan reported the ordinance amendment is for a change in impact fees only and introduced Christine DeMaster from Trilogy Consulting who went over the Public Facilities Needs Assessment and Impact Fee Study for Law Enforcement and Transportation Facilities. Per direction by the Committee at the last meeting, DeMaster noted the industrial development sf was cut in half and is now 12,458 sf (Page 10); the fees by category (Pages 20 & 29) were adjusted accordingly; and the total increase for residential reflects an increase of $125 per dwelling unit (Page 31.) Motion by Rosek to recommend amending §27.09(1)(a)(Table 1); (3); (9)(b) & (c)(Table); and (10)(b) & (c)(Table) of the Municipal Code relating to impact fee schedules/calculations; second by Spiegelberg. Motion carried 3-0. 2b. Consider/act on Vouchers Motion by Rosek to approve the vouchers in the amount of $2,457,486.41; second by Spiegelberg. Motion carried 3-0.
