This constitutes a meeting of the Common Council pursuant to State ex rel. Badke v. Greendale Village Board, 173Wis. 2d 553, 494 N.W. 2d 408 (1993) and must be noticed as such, although the Common Council will not take any formal action at this meeting. 1  MEMORANDUM PARKS, RECREATION & FORESTRY Date: May 2, 2023 To: Mayor Magnus and Common Council From: Craig Hoeppner, Director of Parks, Recreation & Forestry Re: Consider/act on Resolution 23-R3127 Authorizing Application for WI DNR Recreational Boating Facilities (RBF) Grant for Lac La Belle Boat Launch RELATES TO THE STRATEGIC PLAN IV.A.1. Reconstruct the Lac La Belle Boat Launch BACKGROUND To assist with funding the reconstruction of the Lac La Belle Boat Launch, the City of Oconomowoc is applying for a Recreational Boating Facilities Grant from the WI Department of Natural Resources. We are applying in partnership with the Town of Oconomowoc, Village of Lac La Belle and the Lac La Belle Management District. ADDITIONAL ANALYSIS The grant request will be between $800,000 - $1,200,000. This is a 50/50 matching grant. The Grant is due June 1, 2023 and the City needs to approve Resolution 23-R3127 to authorize the application. We will likely find out if the grant is successful in August or September of 2023. FINANCIAL IMPACT There is no cost to apply for the grant. The final sources of matching funds will be allocated among the entities involved with the project. This will be determined based on construction cost and the amount of grant dollars received. RECOMMENDATION Motion to recommend to the Common Council approval of Resolution 23-R3127 authorizing application for a WI DNR Recreation Boating Facilities Grant for reconstruction of the Lac La Belle Boat Launch. SUGGESTED MOTION Move to adopt Resolution 23-R3127. 1 2  RESOLUTION NO. 23-R3127 RESOLUTION AUTHORIZING PARTICIPATION IN THE WI DNR RECREATIONAL BOATING FACILITIES GRANT PROGRAM WHEREAS, the City of Oconomowoc owns and is interested in reconstructing their existing and deteriorating boat launch/ramp area on Lac La Belle in partnership with the Town of Oconomowoc, Village of Lac La Belle and Lac La Belle Management District; and WHEREAS, the work would include design/engineering, reconstruction of the boat ramps, adjacent parking lot, boarding piers, new ADA restrooms and other associated amenities as described in the application; and WHEREAS, financial aid is required to carry out the project; and WHEREAS, the City of Oconomowoc will secure funding sources for the local share per the application cost estimate to complete the project. NOW THEREFORE, BE IT HEREBY RESOLVED the Common Council hereby authorizes their Parks, Recreation & Forestry Director to:  Submit an application to the WI DNR for any financial aid that may be available;  Submit signed documents;  Take all necessary action to undertake, direct and complete the project; and  Submit reimbursement claims along with necessary supporting documentation within 6 months of project completion date. BE IT FURTHER RESOLVED, that the City of Oconomowoc agrees to comply with state or federal rules for the programs; may perform force account work; will maintain the completed project in an attractive, inviting and safe manner; will keep the facilities open to the general public during reasonable hours consistent with the type of facility; and will obtain from the State of Wisconsin Department of Natural Resources approval in writing before any change is made in the use of the project site.
