Pabst Farms Joint Stormwater District Meeting Minutes September 13, 2016 President Elling called the meeting to order at 4:30 pm. Members present: Commissioner Riley, Vice President Frye, President Elling, Commissioner Niemann, Secretary Nold Others present: Kristine Golz and Tina Wallace (City of Oconomowoc) 2. Approve Minutes of August 17, 2016 Meeting: Motion by Niemann to approve the minutes from the 8/17/16 meeting; second by Frye. Motion carried 5-0. 3. Comments from Audience: None. 4. Presentations: a. Summit Credit Credit Union – Elling stated a short presentation was given and a preliminary site plan was handed out at last week’s session. Niemann reported that Pabst Farms Engineer and Summit Credit Union Engineer have reviewed the plans. He also stated Frye and Sugden have the plans for formal review. Elling stated this project is located on the northeast corner of Hwy 67 and Oconomowoc Parkway East. Niemann explained the initial stormwater plan. Elling stated this will come back for final approval. 5. Reports of Staff: None. 6. Comments from Commissioners: a. 2017 budget preparation – Golz reported that the 2016 actual numbers are recorded through the end of July. The numbers will be updated in the next couple of weeks for August. She stated revenues are tracking ahead of budget and interest increased slightly. She stated expenses will end close to $15,000 and $16,000. There is a contingency cushion for future big purchases. Golz stated the district should be ending the year as budgeted. Elling stated the intent of the cash value is to have it available in case there was some type of significant issue. Commissioners discussed the current status of the budget and the long term history leading to the current fund balance. Elling stated Aurora added the Data Center which gets added to the impervious surface. He will get the information to Golz tomorrow. Also, he stated last month we discussed the potential cost for an attorney and updating of the technical standards. Elling suggested changing the line item for professional services from $2,000 to $5,000, reducing maintenance & other to $6,500 and leave other administration at $500 and insurance at $6,500 for a total of $18,500. In addition, Elling suggested reducing the line item for service charges from $20,850 to $18,350 and increase interest from $50 to $150 for a total of $18,500. Commissioners agreed to change the line item for service charges to $18,350, $150 for interest charges, expenditures for insurance $6,500, professional services $5,000, other administration $500 and maintenance $6,500 for a total of $18,500. Motion made by Frye to approve the budget of $18,500 total revenues and $18,500 total expenditures; second by Nold. Motion carried unanimously. Motion made by Niemann to set the budget hearing for October 5, 2016 at 4:30 PM at the City Hall; second by Nold. Motion carried unanimously. b. Stormwater facility plan inspection and maintenance program – Elling reported he will email out the draft letter for everyone to review and this will be on the next agenda as an action item. Frye responded he doesn’t know where we are at with the easements, csm and the pond. Niemann stated he will follow up with the appropriate people. 7. Set Meeting Dates: The next meeting of the Pabst Farms Joint Stormwater District is to be held at 4:30 p.m. at the Oconomowoc City Hall on Wednesday, October 5, 2016. Motion by Nold to adjourn at 4:54 pm; second by Frye.
