Pabst Farms Joint Stormwater District Meeting Minutes December 7, 2016 President Elling called the meeting to order at 4:32 pm. at the Summit Village Hall Members present: Vice President Frye, Commissioner Niemann, Commissioner Nold, Commissioner Riley and President Elling Others present: Stan Sugden (R & M), Brian Pehl (SEH) and Tina Wallace (City of Oconomowoc) 2. Approve Minutes of October 5, 2016 Meeting: Motion by Nold to approve the minutes from the 10/5/16 meeting; second by Niemann. Motion carried 4-1-0. Riley abstained. 3. Comments from Audience: None. 4. Reports of Staff: None. 5. Discussion and action on stormwater management plan for Summit Credit Union on the NE corner of Summit Avenue and Oconomowoc Parkway: Bill Dunlop, from JSD Professional Services Inc., explained the stormwater plan. He reported that the 3,600 sq. ft. building will drain to the south. There will be a storm sewer system on the site, but no retention or water quality ponds on site. One change is that Pabst Farms will construct a connection to the storm sewer to the City’s storm sewer in Oconomowoc Parkway, which is where the lot will drain. There are two inlets coming off of Oconomowoc Parkway and this site will connect to one of the inlets. There is adequate capacity in the storm sewer and retention basin. The project will be done potentially in 3 phases. They will come back with final plan for phase 1. Motion by Niemann to approve the stormwater management plan for Summit Credit Union on the NE corner of Summit Avenue and Oconomowoc Parkway; second by Frye. Motion carried 5-0. 5. Discussion and action on the stormwater management plan for Lake Country Village Subdivision, including 255 acres of land along Sawyer Road south of Valley Road: Elling stated this project is for both sides of Sawyer Road up to Interlaken Drive. Josh Podelko, from Trio Engineering, gave a brief presentation (displayed stormwater facilities Exhibit) regarding the stomwater management plan for Lake Country Village Subdivision. He explained the efficiencies in the stormwater design. There is 50% open space in the entire development. Stormwater accounts for 20% of the area within the open space. The site is flat and the ponds are spaced throughout the development. Podelko explained the layout of the outlots and how the stormwater will drain into the ponds. Commissioners discussed the distance between private property line and ridge of the basins, access routes from right-of-way to the ponds, table top concerns, landscape easements, geo tech work on all of the infiltration basins, ground water levels and possible decorative fountain in the ponds at the entryways. Niemann stated that Lake Country Village has the land to dedicate an additional 10 ft. of land for access. Podelko stated he would compare ground water level readings in this area with Upper Genesee Lake. Elling would like the developer to review the trail system and any landscape and improvements and show it on the plans. Commissioners agreed the developer should come back with the stormwater plan for each phase. Motion by Niemann to approve the preliminary stormwater management plan dated 11/30/16 for Lake Country Village subdivision; second by Riley. Motion carried 4-0. 6. Comments from Commissioners: None.
