Pabst Farms Joint Stormwater District Meeting Minutes
April 19, 2017
President Elling called the meeting to order at 4:30 pm.
Members present: Commissioner Nold, Commissioner Riley, President Elling and Commissioner Niemann
Members absent: Vice President Frye
Others present: Paul McIlheran (R.A. Smith National), Stan Sugden (R & M) and Tina Wallace (City of
Oconomowoc)
2. Approve Minutes of March 15, 2017 Meeting: Motion by Nold to approve the minutes from the 3/15/17 meeting;
second by Niemann. Motion carried unanimously.
3. Comments from Audience: None.
4. Reports of Staff: None.
5. Presentation and Discussion on stormwater management plan for new commercial development south of
Pabst farms Boulevard and east of Summit Avenue (STH 67) [Mills Fleet Farms]: Paul McIlheran, from R.A. Smith
National, explained the stormwater management site plan and engineering for Mills Fleet Farm. He displayed Pabst Farms
Design and Proposed Drainage Area Plans Exhibits. He noted a few years ago Pabst Farms had created stormwater facilities
along I-94 and north of Pabst Farms Boulevard. These were installed to receive any water from the lands between where a
possible upscale shopping center development would be built.
Mr. McIlheran stated the stormwater plan conforms to the overall current design plan. Nold asked if the existing infiltration
basin still functions after 15 years? McIlheran stated he did inspections two year ago for the district and everything looked
good. Elling asked McIlheran if he was going to do any onsite settling ponds or is everything going to go to the large facility
that is already there? McIlheran stated it’s already setup for the water quality ponds at the end of the system. They are
picking up storm sewer and running down into the infiltration basin.
Niemann stated Pabst Farms went to the City in 2014 and asked for an amendment to the GDP to allow two bigger anchors.
At that time, Pabst Farms asked to take out of the GDP the underground storage. Also, Niemann stated last night [April 18,
2017] the City of Oconomowoc Common Council reviewed and approved the CSM land division and site plan. Sugden stated
the facilities are already built and in place and this is just how the capacity will be used. He stated this would be an exercise to
get the final details and to do the accounting of how much of the capacity is being used for this facility. Sugden stated this
plan conforms but the final technical review needs to be completed.
Members agreed to a meeting at Noon on April 21, 2017 at Oconomowoc City Hall for the approval of the Stormwater
Management Plan for Mills Fleet Farm.
6. Comments from Commissioners: None.
7. Set Meeting Dates: The next meeting of the Pabst Farms Joint Stormwater District is to be held at 4:30 p.m. at the
Oconomowoc City Hall on Wednesday, June 14, 2017.
Motion by Niemann to adjourn at 4:50 pm; second by Nold. Motion carried 4-0.
